OMS Block Grant Specialist

The Commonwealth of Virginia is seeking a highly skilled professional to serve as the Block Grant Specialist for the Department of Behavioral Health and Developmental Services (DBHDS). This role will play a critical part in developing and utilizing strong relationships with internal stakeholders and external partners to enhance the Department's ability to develop the Commonwealth's community behavioral health system.
Key Responsibilities- Develop and utilize strong relationships with DBHDS internal stakeholders and external partners to enhance the Department's ability to develop the Commonwealth's community behavioral health system.
- Provide federal block grant support to the program management offices to continue improvement of the contractual agreements between DBHDS and each of Virginia's 40 Community Services Boards (CSBs) and other community service partner relationships.
- Participate in process improvement initiatives to resolve systemic challenges and develop efficiencies, working both in and on the system.
- Demonstrated experience with contract development, revision, negotiation, and communication.
- Knowledge of project management principles and methodologies.
- Demonstrated ability to build and lead integrated teams of stakeholders in pursuit of agency goals.
- Impeccable communication skills, both oral and written, and high ability to communicate effectively in 1:1 interaction, as well as large group settings.
- Acute attention to detail in all areas and an understanding of the importance of documentation for all critical interactions.
- Experience working with collaborative contracts and systems made up of various stakeholders with competing interests.
