Department: Building Inspections Reports to: Assistant Building Official
Overview: The Building Compliance Inspector is responsible for conducting inspections within the Building Inspection Division to ensure adherence to the regulations and ordinances established by the City of Odessa. This role involves evaluating construction projects to verify compliance with various codes, including building, electrical, plumbing, fuel gas, and mechanical standards.
The inspector will engage in cross-training across multiple disciplines, including Building, Plumbing, Electrical, Fuel Gas, and Mechanical codes, and must maintain all necessary licenses and certifications.
Key Responsibilities:
- Possess a comprehensive understanding of all relevant codes, city ordinances, and state laws, as well as the procedures for issuing permits and enforcing regulations.
- Conduct timely and independent field inspections to assess compliance with building, electrical, plumbing, fuel gas, and mechanical codes.
- Review construction plans and specifications to ensure alignment with applicable codes and zoning regulations.
- Document and file inspection results and reports promptly, maintaining accurate records of all inspections and enforcement actions.
- Provide guidance to property owners, contractors, and stakeholders regarding code compliance and related inquiries.
- Investigate reported violations of building codes and ordinances, advising responsible parties on compliance methods and processing necessary documentation for violations.
- Participate in training sessions for inspection staff and assist in cross-training efforts within the division.
- Maintain up-to-date knowledge of building codes and city ordinances relevant to permit issuance and public inquiries.
- Ensure compliance with inspection-related licensing and certification requirements.
- Support departmental operations through consistent attendance and professional conduct.
- Foster positive relationships with the public by demonstrating courteous behavior and maintaining confidentiality regarding work-related matters.
Minimum Qualifications:
Education and Experience: A high school diploma or GED is required, along with a minimum of two years of experience in commercial or residential construction. A strong background in one or more major construction trades is essential.
Knowledge, Skills, and Abilities:
- In-depth knowledge of construction trades, including building, electrical, plumbing, and mechanical systems.
- Ability to interpret plans, specifications, and city codes related to construction and installations.
- Competence in identifying and documenting non-compliance issues and communicating effectively with stakeholders.
- Proficiency in using computer systems for record-keeping and inspection documentation.
- Capability to engage in self-directed learning and training related to inspection processes and procedures.
- Strong written and verbal communication skills for conveying inspection results and regulatory information.
- Aptitude for recognizing hazardous conditions and taking appropriate corrective actions.
Licensing and Certification: A valid Texas State Driver's License is mandatory. The inspector must obtain and maintain relevant certifications and trade licenses as required for their inspection duties.
Preferred qualifications include extensive knowledge of plumbing codes and ordinances, as well as possession of a State of Texas Master or Journeyman Plumbing License, with the ability to pass the Plumbing Inspectors exam within a specified timeframe.
