Key Responsibilities
Collaborate with the Contracting Service to procure essential goods and services aligned with the mission of the Office of Field Programs. Responsibilities include conducting needs assessments, reviewing technical specifications, drafting requirements documents, and managing procurement contracts.
Analyze and prioritize maintenance and service needs based on mission objectives and stakeholder requirements. Develop service contracts and oversee construction projects related to cemetery services, including but not limited to: headstone adjustments, turf renovations, irrigation enhancements, and various operational services.
Act as the Contracting Officer's Representative (COR), ensuring contractor adherence to specifications and regulations. Provide guidance to field staff serving as CORs at their respective locations. Manage contract compliance, evaluate submissions, and process payments and invoices in a timely manner. Prepare necessary reports for tracking progress and funding allocations.
Design plans, specifications, and estimates for maintenance and repair initiatives, which may encompass architectural, mechanical, plumbing, electrical, and safety-related projects. Conduct technical evaluations and calculations for cemetery projects and facilities.
Engage in public outreach as required.
Work Schedule: Standard hours are Monday through Friday, 8:00 am to 4:30 pm, with potential for occasional overtime.
Position Details:
The full performance level for this role is GS-12.
Conditions of Employment

Applicants must meet specialized experience and time-in-grade requirements.
Time-In-Grade Requirement: Applicants must have served 52 weeks at the GS-11 level for consideration at the GS-12 level.
Specialized experience includes participation in interdisciplinary teams providing technical and administrative support for construction projects, serving as a COR, and preparing plans and specifications for maintenance projects.
