This role is a hands-on, analytical, and detail-oriented position focused on enhancing the quality and innovation of operations and services within a department.

This professional role supports the Finance department by conducting statistical and research studies, drafting policies and procedures, preparing financial reports and presentations, and developing, monitoring, and analyzing performance metrics. Additionally, the position directs and executes large-scale performance and process improvement initiatives.

The role also supports the management of the City's ISO 9001:2015 certified Quality Management System.


Collaboration is key, as this position works within cross-functional teams to strategize and partner with departments, assisting them in meeting quality requirements through established goals, objectives, performance indicators, and process enhancements.

Participation in benchmarking consortiums and analysis of results is also a key component of this role.

Key responsibilities include ensuring that the City's strategic plan aligns with departmental objectives and resource allocation processes, as well as developing and maintaining a comprehensive performance measurement system and associated software.

This position will generate various data reports, presentations, and visualizations from diverse data sets and sources.

Additionally, this role serves as the Procurement Card (P-Card) Program Manager, ensuring compliance with established policies and procedures for all P-Card transactions.

  • Develops and maintains a process improvement system, identifying, managing, and enhancing core processes.
  • Manages and develops systems and technology, metrics, and strategic initiatives aimed at improving performance.
  • Conducts comparative research to identify best practices and innovative service delivery models that can be adapted for the City.
  • Collaborates with departments to define quality goals and performance measures related to core processes; establishes reporting methodologies and frequencies; assists with data analysis to identify trends and areas for enhancement.
  • Recommends and implements best practices in Business Analysis at a senior level of expertise within budget constraints.
  • Oversees employee survey analysis and links results to the Strategic Plan; collaborates with departments to understand results and refine services or processes to enhance outcomes.
  • Conducts complex internal management analysis projects and studies, focusing on collecting, analyzing, and summarizing large data sets into actionable insights; develops process maps; facilitates work sessions; coordinates tasks with other departments as necessary; and assists departments with operational decisions or modifications to procedures.
  • Analyzes and presents financial, scheduling, and earned value data.
  • Participates in various meetings with both internal and external stakeholders.
  • Engages in teams to complete special projects aimed at significantly improving City operations.
  • Performs related work as required.

Job Requirements & Work Environment


A Bachelor's Degree in public or business administration, computer science, or a closely related field is required, along with a minimum of three (3) years of progressively responsible professional-level experience in analytics or performance management, executing large-scale performance or process improvement projects.

Additional qualifying experience or completion of relevant coursework at an accredited institution may substitute for the required experience or education, at the discretion of the Division Manager.
