Job Summary

We are seeking a highly skilled Eligibility Case Manager to join our team at Douglas County. As an Eligibility Case Manager, you will be responsible for determining initial and continuing eligibility for various public assistance programs, including Food Assistance, Medicaid, and other identified programs.

Key Responsibilities
  • Conduct interviews with applicants and recipients to collect information necessary to determine eligibility.
  • Explain complex regulations and expectations to applicants and recipients related to their application or redetermination.
  • Gather, organize, and review information supplied by applicants and recipients regarding financial and non-financial criteria relevant to the initial and continuing eligibility for public assistance programs.
  • Inform applicants and recipients of the relevant requirements and benefits of programs for which they have eligibility.
  • Clarify and interpret for clients their appeal rights and procedures.
  • Assist and guide applicants in completing forms, securing documents, and other verifications needed in completing their application.
  • Determine the need for recovery of funds or referral for fraud investigations.
  • Complete informational reports for submission to the proper investigative resource in cases of suspected fraud.
  • Verify the pertinent statements given the agency by phone contacts, written requests, and/or direct contact with collateral resources.
  • Prepare for and testify as needed at evidentiary or other hearings.
  • Approve or deny applications and inform applicants of results within the appropriate time frame and in a manner that can be understood by the client.
  • Inform recipients of changes in the law or regulations affecting eligibility and/or amount of grant.
  • Provide information and assess the need for referral to services staff and other community agencies for available assistance.
  • Interface on a daily basis with statewide computer systems requiring accurate and complete data entry of information.
  • Interpret and evaluate computer-generated data to determine application to individual case processing for approvals, changes, denials, and discontinuations.
  • Utilize computer daily for inquiry and data entry for preparation of complex correspondence, spreadsheet development, and record maintenance and research.
Requirements
  • High School Diploma or GED Equivalent.
  • Two (2) years full-time public contact experience.
  • A combination of experience and education may be considered.
Preferred Qualifications
  • Associate or Bachelor degree.
  • One year of experience with determining eligibility for Supplemental Nutrition Assistance Program (SNAP), Medicaid, Temporary Assistance to Needy Families (TANF), Old Age Pension (OAP), or Aid to the Needy Disabled (AND).
  • Experience using the Colorado Benefit Management System (CBMS) to determine eligibility for the above programs.
Working Conditions

This position requires working in a typical office environment with occasional travel to other locations. The ability to work in a fast-paced environment and meet deadlines is essential.
