Deputy to the Director of Financial Assistance Agreements Management Division

The National Institute of Standards and Technology (NIST) is seeking a highly qualified individual to serve as the Deputy to the Director of the Financial Assistance Agreements Management Division. This position is responsible for providing executive leadership and accountability to subordinate senior managers and staff, managing Federal financial assistance agreements for NIST and other Bureaus under the Department of Commerce, and advising NIST, Department leadership, and other senior officials on matters related to Federal financial assistance programs.
Key Responsibilities- Executive Leadership and Accountability: Provide executive leadership and accountability to subordinate senior managers and staff.
- Managing Federal Financial Assistance Agreements: Manage Federal financial assistance agreements for NIST and other Bureaus under the Department of Commerce.
- Advising Senior Officials: Advise NIST, Department leadership, and other senior officials on matters related to Federal financial assistance programs.
- Formulating and Promulgating Policies: Exercise leadership in the formulation and promulgation of Department-wide and NIST policies and regulations governing the Department and NIST financial assistance programs.
- Providing Functional Management Oversight: Provide functional management oversight over the Department and NIST grants programs.
- Developing and Executing GMD Services: Provide vision, leadership, advice, and guidance in the development and execution of GMD services and programmatic improvement activities.
- U.S. Citizenship: Must be a U.S. citizen.
- Males Born After: Must be registered for Selective Service.
- Suitable for Federal Employment: Must be suitable for Federal employment.
- Time-in-Grade/Band Requirements: Must meet time-in-grade/band requirements, as applicable.
- Completion of Confidential Financial Disclosure: Must complete a Confidential Financial Disclosure, Form OGE-450.
- Bargaining Unit Position: This is a non-bargaining unit position.
To qualify for this position, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 (ZA-IV for NIST). Specialized experience is defined as experience in leading and driving change within a sizable organization, providing executive leadership and direction for human resources and administrative management functions within the organization, coordinating the implementation of Federal-wide or Departmental grants policies and regulations, and completing a strategic review of the organization's structure, ensuring it is adaptable to emergent program needs, staff development, and other organizational requirements.
