About the Role

We are seeking an experienced International Trade Compliance (ITC) professional to join our team at Johns Hopkins Applied Physics Laboratory (APL). As the International Trade Compliance Program Manager, you will play a critical role in ensuring the compliance of our international trade activities with relevant regulations and laws.

Key Responsibilities
  • Trade Licensing and Compliance: Manage and assess classification and jurisdiction of program hardware, software, technical data, and services enumerated under the ITAR, EAR, and Customs Regulations.
  • Licensing and Compliance Requirements: Review program and project proposals and contracts to determine licensing and compliance requirements associated with foreign interaction complexities.
  • Export/Import Authorizations: Prepare, implement, and modify export license applications, technical assistance agreements, manufacturing license agreements, and exemption/exception usage to support program execution and new business opportunities.
  • Training and Guidance: Provide focused training and guidance to ensure compliance with terms and conditions of approved export/import authorizations and research/interpret complex Government regulations such as the ITAR and EAR.
Qualifications
  • Experience: At least 5 years of relevant experience working with the International Traffic in Arms Regulations and the Export Administration Regulations.
  • Knowledge: Working knowledge of the DECCs and SNAP-R licensing systems and international export and import shipping practices.
  • Skills: Strong organizational skills and proficiency with MS Office programs and Adobe Acrobat.
  • Education: Bachelor's degree in a relevant field or equivalent level of experience.
  • Clearance: Ability to obtain an interim Secret level security clearance by start date and ultimately obtain a Top Secret clearance.
Preferred Qualifications
  • Education: Master's degree in a relevant field.
  • Experience: At least 6 years of experience as an export coordinator, preferably with ITAR and EAR export and import licensing and compliance experience.
  • Knowledge: Working knowledge of the OCR EASE import/export integrated database management system.
  • Clearance: Hold an active Top Secret level clearance.
