Under general supervision, this role involves overseeing and managing professional mechanical engineering tasks while directing the operations of a significant work section within the organization.Key Responsibilities
The following responsibilities are essential and represent core functions typical of this classification. This list is not exhaustive and may include additional duties of a similar nature.
Directs, assigns, and evaluates team performance; enforces organizational policies and procedures; addresses employee grievances; makes recommendations regarding personnel decisions such as hiring, transfers, promotions, or terminations. Plans, organizes, and reviews ongoing engineering maintenance operations related to water reclamation facilities and associated equipment, including pumps, blowers, controls, piping, boilers, and centrifuges; sets maintenance objectives and ensures adherence to regulatory standards. Analyzes and prepares engineering and economic assessments concerning the mechanical engineering components of the facility; initiates and oversees the evaluation and testing of new technologies and methodologies. Supervises the development of designs, estimates, plans, and specifications for mechanical projects associated with pumping stations and water reclamation facilities. Coordinates the preparation of contract documents and specifications; oversees and participates in the drafting of construction-related correspondence, technical reports, and other relevant documentation. Develops and manages the budget for the Mechanical Engineering Section. Consults with and provides guidance to division and section leaders on mechanical design, development, and operational challenges; collaborates with other departments to implement facility modifications and improvements. Oversees the maintenance of the facility's information management system.Additional Responsibilities

Typical office setting. May involve the use of standard office equipment and computer systems. Potential exposure to various mechanical equipment, loud noises, and unpleasant odors. Work may be conducted in diverse weather conditions throughout the facility and collection system.Required Knowledge, Skills, and Abilities
Comprehensive understanding of mechanical engineering principles, practices, and techniques. In-depth knowledge of mechanics, thermodynamics, and related engineering disciplines as they apply to heating, ventilation, and plumbing challenges. Strong grasp of administrative principles relevant to managing the work of professional and technical engineers. Solid understanding of wastewater engineering principles and practices. Awareness of recent advancements and current literature in mechanical engineering. Capability to prepare and verify plans and specifications for mechanical installations. Ability to create detailed specifications, reports, and designs from broad directives. Proficiency in evaluating and critiquing mechanical engineering design work. Competence in utilizing personal computers for applications such as spreadsheets, databases, and word processing. Effective communication skills, both verbal and written.Essential Qualifications
Registration as a Professional Engineer in the State of Illinois is required.Minimum Qualifications
A bachelor's degree in mechanical engineering from an accredited institution and eight years of full-time mechanical engineering experience post-degree. This experience must include four years related to the organization's activities, three years in a supervisory role over degreed engineers, and one year in an administrative capacity.Substitution Policy
Full-time graduate studies in mechanical engineering may substitute for the required non-specialized experience on a year-for-year basis, up to a maximum of two years.Promotional Criteria
One year of service with the organization as a Principal Mechanical Engineer; or possession of a bachelor's degree in mechanical engineering and one year of service with the organization as a Principal Engineer in related fields. Civil service status in one of the aforementioned classifications.
