JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Pennsylvania State University is looking for a Chief Financial Strategist to join the Budget and Finance team, supporting the Penn State Harrisburg campus. The Chief Financial Strategist will provide financial oversight, budget management, and strategic direction while ensuring adherence to University policies and maintaining fiscal integrity.
Key Responsibilities:
- Implement University policies and procedures to enhance strategic operations and safeguard assets.
- Maintain robust internal controls to ensure fiscal integrity and effective stewardship.
- Collaborate with budget executives and administrators to define financial goals and strategies for multi-year budget planning.
- Develop financial projections based on enrollment, including income forecasting models.
- Authorize and allocate expenditures aligned with strategic planning to meet campus and University objectives.
- Act as a liaison to central University offices regarding budget, finance, payroll, risk management, purchasing, and other areas as necessary.
- Oversee endowment and grant administration for the business area.
- Supervise, evaluate, and train assigned staff members.
- Manage regular financial analysis and reporting for all funds, including general allocations, revenues, and restricted funds.
- Oversee financial systems-related approvals, monitor budgets to ensure resource availability, and coordinate internal audits and risk assessments.
The ideal candidate will possess excellent verbal and written communication skills, sound judgment, strong leadership abilities, a high level of motivation, and a proven track record of success as part of a professional team. Familiarity with enterprise systems technologies such as SAP S/4HANA, Concur, Workday, Oracle BI, and MS Office 365 is advantageous.
This position requires a minimum of a Bachelor's degree and 10 years of relevant experience, including 3 years in a supervisory role, or an equivalent combination of education and experience. A degree in accounting, business management, or a related field is preferred.
Due to the financial responsibilities associated with this position, a credit history check will be required in addition to standard background checks.
This role offers a flexible work arrangement that combines remote and on-campus work. Inquiries regarding flexible work should be directed to the hiring manager during the interview process.
