Position Overview

The individual in this role will spearhead initiatives related to procurement, orientation, management, and ongoing enhancement to guarantee the effective operation of a comprehensive, citywide youth workforce development system. This position serves as the main liaison for a specific group of youth service providers and special initiatives. The role will contribute to the continuous development and execution of strategies aimed at investing in services for youth and young adults. Key responsibilities encompass assessment, planning, and ongoing improvement based on monitoring outcomes, along with effective communication regarding the operational success of providers.

Key Responsibilities

  1. Oversee programmatic contract management, ensuring all elements of the contract scope are fulfilled and deliverables are achieved within established timelines.
  2. Collaborate closely with internal contracting personnel to assist youth providers throughout the contracting process, including procurement, contract negotiation, expense oversight, and contract finalization.
  3. Engage with contracted youth providers to ensure comprehension and preparedness to meet programmatic contract obligations while fostering continuous improvement through:
  4. Providing orientation, training, and ongoing technical support.
  5. Coordinating and executing programmatic monitoring, including participant file reviews, site assessments, program observations, interviews, and focus groups to ensure quality services are delivered to Philadelphia's youth and young adults.
  6. Facilitating collaborative relationships among all youth providers and key stakeholders, including PA CareerLink Youth Navigators and One-Stop partners.
  7. Utilizing data reports to oversee provider service delivery and outcomes, driving performance management and continuous improvement initiatives.
  8. Responding to and devising plans based on trends, comparisons, or recommendations derived from monitoring activities:
  9. Developing and conducting individual and/or group training sessions as required for youth provider staff.
  10. Regularly discussing contractual performance with provider management.
  11. Collaborating across teams and departments to formulate and implement policies, protocols, and procedures based on monitoring findings and trends.
  12. Working with PhilaWorks Management to develop, implement, and supervise corrective action plans as necessary.
  13. Assisting in identifying best practices to enhance processes and procedures for improved performance, service delivery, and efficiency across the workforce system.
  14. Supporting continuous improvement and the execution of new projects, ideas, and concepts:
  15. Being a catalyst for change.
  16. Communicating processes and procedures to providers consistently.
  17. Providing training to providers on new processes and procedures as needed.
  18. Ensuring consistent and efficient implementation.
  19. Maintaining records of all performance management results and communicating the operational successes of youth providers.
  20. Performing other job-related duties as assigned.

Qualifications

Education and Experience

A Bachelor's Degree from an accredited institution in Human Services, Youth Development, Business Management, or a related field, accompanied by 2 to 3 years of experience in monitoring and/or quality assurance. A combination of education and relevant youth work experience may also be considered. Previous experience in workforce development is preferred, with knowledge of WIOA and TANF regulations. Alternatively, any combination of education and experience deemed acceptable.
