About the Role

The Public Affairs Manager is a key member of our team, responsible for developing and implementing effective communication strategies to engage with our stakeholders, promote our mission, and build strong relationships with the community.

As a senior communications professional, you will oversee the development and implementation of our public affairs program, including planning, coordinating, and executing communication strategies to achieve our organizational objectives.

You will work closely with our leadership team to develop and implement communication plans, manage our digital presence, and engage with the media and public to promote our brand and mission.

The ideal candidate will have a strong background in public relations, communications, or a related field, with a minimum of 8 years of experience in a similar role. You will possess excellent written and verbal communication skills, with the ability to develop and deliver effective presentations and speeches.

You will also have experience in managing budgets, supervising staff, and developing and implementing policies and procedures.

Responsibilities
  • Develop and implement effective communication strategies to engage with stakeholders, promote our mission, and build strong relationships with the community.
  • Oversee the development and implementation of our public affairs program, including planning, coordinating, and executing communication strategies to achieve our organizational objectives.
  • Work closely with our leadership team to develop and implement communication plans, manage our digital presence, and engage with the media and public to promote our brand and mission.
  • Manage budgets, supervise staff, and develop and implement policies and procedures.
  • Develop and deliver effective presentations and speeches to engage with stakeholders and promote our mission.
  • Manage our digital presence, including our website, social media, and customer water interruption notification system.
  • Develop and implement strategic public relations plans, including issues/crisis management, organizational objectives, annual strategic plans, and other related plans.
  • Foster positive relations and good communications with Chambers of Commerce, local cities and special districts, civic associations, homeowners associations, and non-governmental organizations such as environmental groups.
  • Oversee the administration of annual customer surveys.
  • Manage the development of department goals and objectives, as well as policies and procedures.
  • Plan, direct, and coordinate through subordinate level staff; provide or coordinate staff training and professional development; coach/mentor and evaluate assigned employees; work with employees to correct deficiencies; recommend and implement discipline procedures.
  • Oversee a variety of water use efficiency functions and programs, including water surveys, investigations, and evaluations of residential, commercial, industrial, and institutional customers.
  • Assess the efficiency of water use, particularly for landscape irrigation; provide recommendations on water usage and conservation techniques, equipment improvements, and other methods of achieving more efficient water use.
  • Oversee the preparation of water use efficiency mandated reporting and the District's Urban Water Management Plan and Best Management Practices Report.
  • Manage various consultants and vendors that support public affairs functions.
  • Represent Mesa Water at various public events and meetings; prepare and give presentations and speeches as necessary.
  • Responsible for preparation and administration of the department budget.
  • Oversee and approve contributions and sponsorships requests.
  • Conduct special studies involving research and analysis of complex and sensitive information; develop recommendations and alternative solutions; implement as needed.
  • Represent the District on a variety of boards, commissions, and committees.
  • Oversee and participate in the preparation of request for proposals and agreements for various specialized professional services contracts.
  • Represent the department to other departments within the District, elected officials, and stakeholders; coordinate assigned activities with those of other departments and outside agencies and organizations.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of public information and outreach as well as water-wise and water use efficiency programs; incorporate new developments as appropriate.
  • Respond to and resolve difficult and sensitive customer inquiries and complaints.
