Position Overview:
This role is pivotal in supporting the City Manager in overseeing and directing the operations of designated departments within the City of East Point.

Key Responsibilities:
- Collaborate with the City Manager and department leaders to plan, organize, and implement initiatives that impact assigned responsibilities.
- Coordinate with other city service managers on issues affecting their departments or on special projects as directed by the City Manager.
- Recommend hiring, promotions, and terminations of personnel.
- Provide briefings to the City Manager regarding departmental concerns and necessary actions.

Community Engagement:
- Interact with various community members, professionals, businesses, and organizations to address inquiries and gain support for program implementation.

Budget Management:
- Review and make recommendations for the annual budget of departments within the assigned area.
- Analyze major studies and oversee the preparation of reports and recommendations.

Employee Relations:
- Consult with employees and union representatives regarding grievance issues as assigned.
- Attend Council meetings to report on relevant activities as requested by the City Manager.

Interagency Collaboration:
- Engage with officials from city, county, state, and federal agencies to discuss plans and priorities for ongoing and future programs.

Operational Improvement:
- Continuously seek ways to enhance operations, reduce turnaround times, and streamline processes to deliver high-quality customer service.

Leadership Role:
- Oversee the overall functioning of the city in the absence of the City Manager when designated.

Qualifications:
- Bachelor's degree in public administration, political science, or a related field; a Master's degree in Public Administration is preferred.
- Five to seven years of progressively responsible experience in local government or a related field, including three years in a supervisory capacity, or an equivalent combination of education and experience.

Knowledge and Skills:
- Familiarity with modern municipal government policies and practices.
- Understanding of personnel management principles.
- Knowledge of city codes, ordinances, and operational guidelines.
- Proficiency in municipal budget preparation and administration.
- Ability to prepare and analyze comprehensive reports and establish priorities for resource allocation.

Communication and Relationship Management:
- Strong verbal and written communication skills.
- Ability to build and maintain effective working relationships with employees, city officials, and the public.

Supervisory Controls:
- Work is performed under the direct supervision of the City Manager.

Work Environment:
- The role is primarily office-based, involving desk work.

Management Responsibility:
- This position plays a crucial role in assisting with the management and supervision of all city departments.
