Job Title: Chief Building Official

This is a challenging and rewarding role that requires a strong background in building codes, construction management, and leadership. As the Chief Building Official, you will be responsible for overseeing the daily operations of the City Manager's Office, specifically related to the identification, abatement, and rehabilitation of blighted structures.

Key Responsibilities:
  • Coordinate the abatement, demolition, inspection, and rehabilitation of blighted structures with applicable City service delivery departments and private vendors.
  • Serve as Construction Project Manager for the court-ordered demolition of all blighted structures identified under the program.
  • Prepare affidavits, notification letters, and other related notices and evidence files for court proceedings pertaining to blighted structures.
  • Identify and inspect unsafe structures, recommending appropriate abatement procedures as necessary.
  • Schedule, assign, and inspect staff's daily maintenance tasks pertaining to inventoried blighted properties.
  • Review and evaluate employee performance and disciplinary actions.
  • Conduct trade inspections pertaining to inventoried blighted properties.
  • Participate in Plan Review meetings pertaining to inventoried blighted properties.
  • Coordinate inspection assignments.
  • Work closely with the City Solicitor, Fire Marshall, and Code Enforcement Officer(s).
  • Attend all Municipal and Superior Court proceedings pertaining to the program.
  • Manage adherence to all applicable construction codes as prescribed by the Georgia Department of Community Affairs (DCA).
  • Review submitted plans for residential and commercial projects identified under the program.
  • Review, inspect, and recommend corrective actions for drainage and erosion and sedimentation control on residential and/or commercial lots identified under the program.
  • Interpret codes and ordinances for contractors and property owners, answering questions related to building construction policies, codes, ordinances, and regulations.
  • Inspect buildings for occupancy type and issue warnings, Stop Work Orders, and citations for non-compliance.
  • Attend and participate in meetings regarding properties identified under the program.
  • Prepare, track, and adhere to the approved budget for the 50 Worst Properties Program.
  • Prepare, record, and review all applicable reports and staff assignments uploaded in GIS Workforce and other computer software packages.
  • Attend and on occasion, serve as a panelist for applicable workshops, forums, conferences, and training sessions.
  • Attend and present applicable information at City Council Work Sessions and Meetings, when necessary.
Requirements:
  • Bachelor's Degree preferred; College coursework in architecture, construction, engineering, or related field is acceptable with a minimum of five (5) years related work experience in the construction industry and three (3) years in a supervisory role.
  • Must possess applicable certifications by the International Code Council as Commercial Combination Inspector, Residential Combination Inspector, Building Plans Examiner, and/or respective State trade licenses in plumbing, electrical, or mechanical profession.
  • Must be certified by an agency approved under the Environmental Protection Agency (EPA) and Environmental Protection Division (EPD) as an Asbestos Abatement Tester, Asbestos Abatement Supervisor, and Lead Abatement Professional.
  • Must possess a valid State of Georgia driver's license.
Knowledge and Skills:
  • Knowledge of applicable policies, procedures, ordinances, codes, and regulations adopted by the East Point City Council and implemented by the respective departments.
  • Knowledge of building code regulations adopted by the Georgia Department of Community Affairs.
  • Knowledge of regulations adopted by the Georgia Soil and Water Conservation Commission.
  • Knowledge of State requirements pertaining to asbestos and lead abatement and disposal.
  • Knowledge of occupational hazards and safety precautions relating to construction.
  • Knowledge of generally accepted planning, engineering, construction, and building best practices.
  • Ability to exhibit discretion and independent judgment.
  • Exhibit organizational skills.
  • Ability to prioritize work flow and schedule assignments accordingly.
  • Ability to effectively communicate with members of diverse cultural and linguistic backgrounds.
  • Comfortable with public speaking and preparing presentations.
  • Exhibit basic knowledge of operating light commercial/heavy construction equipment.
  • Ability to operate City vehicles.
  • Exhibit basic knowledge of current office equipment and associated computer software packages.
  • Ability to establish and maintain cooperative and effective working relationships with City employees and representatives of other affiliated agencies.
  • Skill in operating small equipment associated with mechanical, electrical, plumbing, and building inspections.
Supervisory and Management Responsibility:

Responsible for daily supervision of 50 Worst Properties Program staff and Fire Inspector assigned by the Fire Chief. Manages all related functions of the Department.

Guidelines:

City policies, ordinances, regulations, and procedures adopted by Council in accordance with the East Point Code of Ordinances and Georgia Department of Community Affairs.

Complexity:

The work consists of a variety of technical and physical administrative and supervisory duties.

Scope and Effect:

The purpose of this position is to coordinate the identification, abatement, boarding, demolition, inspection, and rehabilitation of blighted residential and commercial properties.

Personal Contacts:

Contacts are typically with co-workers, builders, contractors, developers, engineers, real estate professionals, attorneys, neighborhood association groups, elected officials (local, state, and federal), and the general public.

Purpose of Contacts:

Contacts are typically to give and exchange information, resolve problems, and provide services.

Physical Demands:

Work is typically performed in the office and the field. Field work may include climbing, stooping, bending, lifting, and crawling. The employee must be able to lift light to moderately heavy objects and use tools and equipment requiring a high degree of dexterity.
