Position Overview

SAIC's National Security and Space (NSS) Sector is seeking a highly skilled Satellite SETA Program Manager to support a significant, long-term contract focused on innovative space solutions for our Department of Defense (DOD) and Intelligence Community clients. This role is pivotal in enhancing our capabilities in systems development, intelligence analysis, and systems engineering.

The Satellite SETA Program Manager will be responsible for overseeing the technical and managerial aspects of the program, ensuring that all activities align with the strategic objectives of the government. The ideal candidate will have demonstrated expertise as a Contracts Office Technical Representative, with a proven track record in managing cost, schedule, and technical performance.

Key Responsibilities:

  • Collaborate with the Government Program Manager to strategize, implement, and supervise Developer contract operations.
  • Oversee financial performance of Developer contracts, including budget management, earned value management (EVM), and execution tracking.
  • Work closely with SETA PM and Team Leads to identify subsystem Subject Matter Experts (SMEs) and ensure effective technical oversight.
  • Monitor and report on progress to various levels of Contractor and Government leadership.
  • Lead assessments of Developer system engineering designs and readiness within the Program Office.
  • Promote best practices to enhance the efficiency of Program Office processes.

Qualifications:

  • Active TS/SCI clearance with Polygraph is required.
  • Experience within the Intelligence Community and/or Department of Defense Program Office best practices.
  • A minimum of 3 years in a satellite program office with significant leadership roles as either Government or Contractor.
  • Bachelor's degree with 14 years of relevant experience; OR Master's degree with 12 years of relevant experience; OR PhD with 9 years of relevant experience.
  • Experience as a COTR, PM, PEM, or acquisition leader in Government or Commercial settings is preferred. Relevant certifications in acquisition, PM, and COTR are desirable.
  • Proficient in budgetary management, financial oversight, and EVM.
  • Ability to lead projects and serve as the primary point of contact.
  • Strong interpersonal skills, effective communication, and adeptness in briefing and writing.
  • Capability to engage with a diverse audience of senior decision-makers with varying levels of technical and programmatic knowledge.
  • Ability to thrive in a fast-paced, dynamic team environment with minimal supervision.
