About the Role:

UCF's Planning, Design, and Construction department is in search of a proficient Project Portfolio Manager I to enhance our dynamic team. This role is crucial in supervising and managing the performance, coordination, and successful execution of various project portfolios, which include both deferred maintenance and extensive capital construction initiatives.

Key Responsibilities:
  • Oversee both capital and minor projects within the designated portfolio.
  • Manage workload distribution and provide guidance to the Project Portfolio Team throughout the design and construction phases.
  • Establish job standards, mentor team members, and conduct thorough evaluations of direct reports.
  • Ensure proactive project management with an emphasis on high-quality service, timely delivery, and budget compliance.
  • Serve as the primary liaison for all campus clients regarding design and construction requirements.
  • Offer mentorship and guidance as a certified Project Management Professional (PMP) or Florida Certified General Contractor to Project Managers.
  • Coordinate all project elements, including contractors, architects, engineers, and consultants, ensuring adherence to Project Management Manual guidelines.
  • Support campus sustainability efforts related to new construction and renovation projects.
  • Provide direction and assistance to resolve design or implementation challenges with contractors, architects, and engineers.
  • Monitor project compliance with contract documents, building codes, safety regulations, and other standards.
Minimum Qualifications:

A Bachelor's or Master's degree with 4+ years of relevant experience, or an equivalent combination of education and experience.

Preferred Qualifications:
  • General Contractors License or Project Management Professional (PMP) certification, or willingness to obtain within the first year of employment.
  • 5 years of project management experience, particularly with capital construction projects.
  • 2 years in a supervisory or management capacity with proven experience in team leadership and development.
  • Strong leadership, communication, and organizational skills, capable of managing multiple projects simultaneously while upholding high standards of quality and timelines.
  • Demonstrated ability to independently manage large-scale construction and renovation programs valued in the multi-million-dollar range.
  • Extensive experience in project planning, cost estimation, contract administration, and technical oversight of construction projects.
  • Familiarity with permitting processes, code compliance requirements, and regulatory standards at local, state, and federal levels.
  • Proficient in technical writing for contracts, specifications, reports, and office policies, adhering to university or divisional guidelines.
  • Ability to maintain confidentiality regarding construction processes and bid information related to university infrastructure.
  • Demonstrated problem-solving abilities and composure during challenging interactions, with readiness to respond promptly to emergencies within the construction environment.
  • Capacity to make informed technical and managerial decisions independently or provide well-founded recommendations.
  • Excellent interpersonal and organizational skills, essential for fostering productive working relationships and ensuring project success.
  • Strong aptitude for following both verbal and written instructions, with a proactive approach to anticipating and resolving issues.
  • Effective communication skills for engaging with architects, engineers, contractors, university stakeholders, and external authorities on a daily basis.
  • Solid understanding of complex technical contract language and its application in project management contexts.
Special Instructions for Applicants:

This position requires either a Project Management Professional (PMP) certification from the Project Management Institute (PMI) or licensure as a Florida Certified General Contractor. If the applicant does not possess either certification, they must obtain PMP certification from PMI or a Certified General Contractor's license from the State of Florida within 12 months of hire.

A valid Class E driver's license is required, as this position may involve travel to various locations to conduct university business.
