Position Overview

Role Summary
The Senior Budget Analyst will be responsible for overseeing the internal budgetary processes. This role involves maintaining, tracking, and reporting financial data while conducting comprehensive cost estimation efforts. The Senior Budget Analyst will play a crucial role in the formulation, development, and execution of budgets.

Key Responsibilities
  • Oversee obligations, expenditures, and adherence to Uniform Financial Reporting standards (UFRs).
  • Manage the Travel and Supply budgets, specifically tracking the JCWA integration Program Element, approximately valued at $700M.
  • Support the implementation and management of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Assist in the formulation, development, and execution of budgets and financial plans to meet program resource requirements.
  • Update Command/DoD databases, coordinate program and project write-ups with relevant personnel, and gather information for over-guidance requests.
  • Collaborate with other financial organizations to provide essential budgetary support.
  • Prepare and deliver budgetary briefings to management and other stakeholders.
  • Compile reports and visual aids to present budget analyses for management review.
  • Respond to financial inquiries and conduct outlay and obligation analyses.
  • Track and report on execution performance, attending customer and program/project status review meetings.
  • Assist the Government in addressing ad-hoc command programs, financial management, and budget inquiries.
  • Conduct data collection to support financial record building and coordinate with the financial planning team for Comprehensive Cost and Requirement system (CCaRs) records.
Qualifications
  • Active TS/SCI clearance with Polygraph is required.
  • Master's degree in a relevant field with a minimum of 10 years of related experience (or a Bachelor's degree with an additional 2 years of experience).
  • Five years of experience in budgeting and/or analysis within DoD or governmental organizations.
  • Certifications such as Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) are preferred.
  • Direct experience with DOD or Military budgeting processes.
  • Prior experience working with a command, preferably within the USAF or Army.
  • Familiarity with analytical methods such as cost-benefit analysis, Zero Base Budgeting (ZBB), and program evaluation review techniques (PERT).
  • Experience with Defense Enterprise Accounting and Management System (DEAMs) or Defense Agency Initiative (DAI) budget systems.
  • Knowledge of processing outgoing MIPRs and monitoring execution.
  • Experience with mid-year reviews and spend plans.
  • Ability to provide sound advice and technical guidance to program and project staff.
  • Excellent communication skills and the ability to manage competing tasks effectively.
  • Proficient in collaborating within and across teams.
  • Experience working in complex cyberspace operations or multi-stakeholder environments is desirable.
