Position Overview:
Qualifications


Ideal candidates will possess a BSCE degree, California Registration as a Professional Civil Engineer, and a minimum of ten (10) years of relevant experience in land development and/or public works; or equivalent experience totaling twelve (12) years in the field.

Additionally, candidates should have at least eight (8) years of management experience overseeing engineers, designers, and project support personnel.


Successful candidates will demonstrate:
Strong independent judgment and decision-making capabilities
Proven leadership and supervisory skills
Effective management abilities
Capacity to establish and maintain positive working relationships with clients, public agency personnel, and internal staff.

Managerial experience should encompass:

Oversight of engineering design teams
Management of project timelines and budgets
Preparation and oversight of contracts, fee proposals, and scopes of work; significant experience in client interactions and contract management.

Technical experience should include:

Site assessments and the ability to conduct engineering design studies (including infrastructure requirements and potential regulatory issues)
Preparation and processing of regulatory plans
Preparation and processing of public improvement plans for public agencies and capital improvement projects
Preparation and processing of plans for land development projects
Expertise in navigating plans through County Public Works.
Ability to conduct constructability reviews
Experience with various construction support services

Proficiency in AutoCAD/Civil 3D, Microsoft Projects, and Bluebeam is essential.

Additional Qualifications:
Application of engineering principles, techniques, and procedures to design
Working knowledge of business and management principles related to strategic planning, resource allocation, leadership techniques, production procedures, and personnel coordination
Ability to accept and manage responsibility for the design team's direction, control, and planning; setting realistic goals and making independent plans
Thorough understanding of jurisdictional processing
Effective negotiation skills
Demonstrated high level of leadership and management capability; responsiveness to constructive feedback and proficient time management
Ability to build and maintain respect and confidence from colleagues and public agencies
Strong competence in written and verbal communication
Knowledge of CAD and its applications for preparing exhibits, studies, and final plans.
