Job Description and Duties

Under the general direction of the Chief of the Biological Science and Innovation Office, an Environmental Program Manager I (Managerial) coordinates and negotiates with districts and state and federal environmental agencies regarding wildlife species and protected animal species. The incumbent provides guidance, direction, and expertise on endangered species regulations, assists district environmental units in determining appropriate and cost-effective aquatic and terrestrial connectivity remediation measures, and coordinates the statewide assessment and identification of wildlife connectivity barriers on the State Highway System.

The incumbent guides and negotiates project approvals and permits related to biological resources, acts as an in-house expert on the most difficult and complex wildlife and endangered species management and assessment issues, and serves as an advisor and technical backup to the Chief.

Eligibility and Requirements

Eligibility for hire may be determined by your score on the Senior Environmental Scientist (Specialist) Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions.

Working Conditions

Position located in Sacramento, Sacramento County. The work environment is fast-paced, busy, and requires considerable flexibility in managing time, priorities, and assignments. It can be demanding and/or stressful. The incumbent may be required to travel to district offices or other meeting facilities, and/or to the sites of proposed projects.

In the field, the incumbent may experience all climatic conditions, including rain or snow. Proposed project sites and/or construction sites may be loud, dusty, and dirty and may include rugged terrain. While at their base of operation, employees will work in climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.

  • Possession of a valid driver's license is required when operating a State-owned or leased vehicle.

  • Demonstrated experience reviewing and assimilating science and data from various sources to make objective recommendations for wildlife connectivity barrier remediation projects and mentoring district environmental staff toward successful project implementation of the best available science.
  • Demonstrated ability to communicate effectively both orally and in writing, with the ability to present complex biological information in a public meeting forum and to promote collaboration with internal and external partners and stakeholders.
  • Demonstrated thorough working knowledge of project development processes and organizational relationships, policies, financial constraints.
  • Demonstrated ability to apply scientific methodologies to principles, review and check scientific and environmental documents, and establish and maintain project/program priorities.
  • Demonstrated ability to communicate effectively both orally and in writing, with the ability to present information in a public meeting forum and to promote collaboration with internal and external partners and stakeholders.
