Job Title: Alternative Sentencing Facility Manager

Boulder County Community Services Department is seeking a highly skilled and experienced Alternative Sentencing Facility Manager to oversee the daily operations of our 252-bed capacity facility. As a key member of our team, you will be responsible for supervising ASF operational staff and/or contract staff, managing vendor contracts, and providing oversight of comprehensive offender management.

Key Responsibilities:
  • Oversee the daily operation of all security functions, facility activities, and supervise professional and Community Justice Services staff.
  • Assist the ASF Administrator in developing, implementing, and supervising local, state, and federal standards, policies, and guidelines that apply to community-based adult correctional facilities and programs.
  • Formulate policy, procedure, and operational plans for all areas of facility operations and assist program managers in doing the same.
  • Coordinate with the Programs Managers and Training/Compliance Manager on the development of facility activities, facility schedules, programs, and implementation.
  • Serve as a Team Member to the ASF Administrative Team and collaborate with system partners on justice systems needs and gaps.
  • Develop staff post orders for all areas of the facility and ensure training specifically related to post orders.
  • Oversee disciplinary actions and due process procedures relating to clients and/or residents and ensure that the least punitive measures are exercised.
  • Develop and manage facility vendor contracts for food service, laundry, vending, communications, etc., and regularly audit invoiced activities and/or services to ensure high-quality services.
  • Ensure compliance with all regulations, rules, policies, and procedures for effective and efficient operations.
  • Plan for and respond to emergency situations within the facility, direct staff, and search deemed necessary by event.
  • Formulate and execute plans for client failure to return/escape, client disturbances/riots, work stoppages, and all other disturbances and threats to security.
  • Regularly meet with shift supervisors to discuss operational issues, analyzing problems, and improving operations.
  • Assist the ASF Administrator in responding to EOC emergency situations and ensure orderly execution of evacuation and/or shelter in place orders.
  • Serve as one of the Product Owners of the ASF facility and client management system, responsible for defining the vision of the product for the programs you oversee, prioritizing enhancements, and ensuring the development team delivers value by aligning the product with stakeholder needs and business goals.
Requirements:
  • Minimum of 9 years of combined education and experience in the management and operation of residential, adult correctional facilities or related settings involving justice-involved clients or related criminal justice or human service programs.
  • 1 year of experience in a criminal justice supervisory role.
  • Strong self-awareness of diversity, equity, and inclusion considerations in working with teams and clients in the criminal justice system.
  • System-level knowledge of the Criminal Justice system with particular knowledge in the area of adult correctional settings and alternative sentencing programs.
  • First-hand knowledge of basic principles in the areas of office management, business management, contract management, and risk management.
  • Advanced skill in de-escalation, conflict resolution, and motivational interviewing.
  • Supervisory principles, procedures, and methods, including selection, training, discipline, and evaluation.
  • Understanding of basic business and office protocols and use of various software systems, including SharePoint and Excel.
  • Excellent verbal, written, and public speaking skills.
Preferred Qualifications:
  • Bachelor's Degree from an accredited college or university with major coursework in Human Services, Psychology, Criminal Justice, Sociology, or a related field.
