The Role

The City of Santee is in search of a Construction Services Associate to engage in routine paraprofessional tasks that support the Planning & Building and Engineering Departments. Responsibilities include processing applications for various development and related permits, clarifying City codes, policies, procedures, and fees to the public, retrieving records and information, researching land use data and histories, maintaining a comprehensive database of permits, receipts, plans, and other documentation, and performing general office support tasks.

Class Characteristics:
This position is distinct from other office support roles due to the execution of complex, technical, and specialized duties that necessitate a broader base of technical knowledge and skill. Employees will work under direct supervision while acquiring job-related skills, progressing to a more autonomous level as they gain proficiency.
Representative Duties
The following duties are typical for this classification. Employees may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Manage the department's public counter to ensure residents and developers receive timely assistance.
  • Serve as the primary contact for residents and developers to assess their needs and determine applicable codes and policies.
  • Clarify codes, policies, standards, fees, and procedures, and provide information regarding soil and flood zones to ensure compliance with departmental procedures.
  • Assist residents, contractors, and developers with online permit applications.
  • Respond promptly to department inquiries via phone and email to address customer concerns at the initial point of contact.
  • Track and route projects using an online permit submission program.
  • Review submissions for completeness, accuracy, and compliance with the City's planning, zoning, and engineering requirements.
  • Process applications for simple permits, inspections, or services for customers.
  • Determine applicable fees for services rendered by the City.
  • Prepare and log receipts and billing to ensure accurate recording of payments, deposits, and refunds.
  • Route inquiries, plans, work orders, etc., to the appropriate staff member.
  • Research relevant City codes and policies related to development and code violations.
  • Collect field data regarding storm water, code compliance, or development issues through on-site visits.
  • Draft general department correspondence, including zoning verification letters and impact fee estimates.
  • Create digital project files in compliance with City and department record-keeping guidelines.
  • Utilize GIS and presentation materials to create exhibits that support positions in City staff reports.
  • Maintain an organized public information area by restocking reference materials as needed.
  • Ensure department copy and fax machines are fully stocked and operational.
  • Adhere to regular work hours as the designated staff member at the department front counter.
  • Perform other duties as assigned.
Minimum Qualifications
Any combination of education and experience that demonstrates the ability to perform the duties of this classification. An example would be:

EDUCATION: Graduation from high school or equivalent supplemented by college-level coursework in planning, engineering, drafting, construction technology, or a related field, and

EXPERIENCE: Two (2) years of recent experience providing customer service at a front counter, preferably related to development processing, building, and/or engineering.

Recent experience in planning, engineering, GIS, or a related field is highly desirable.

Licenses and Certificates: Possession of a valid Class C California Driver's License with a safe driving record.

Special Requirements
The selected applicant will undergo a criminal history investigation and employment reference checks, and will be required to verify the legal right to work in the United States.

City of Santee employees are designated Disaster Service Workers and must complete all related training as assigned.
