We are currently seeking a seasoned leader to fill the role of Senior Program Manager for Engineering Technical Services (ETS PM). This position is crucial for overseeing a substantial services contract that encompasses over 30 active Technical Instructions (TIs), each managed by dedicated TI Managers. The ETS contract serves as a foundational framework for various activities, including flight testing, integration, software development, and test equipment innovation. Successful management of integration and testing operations is essential for the effective execution of this contract.
As an ETS PM, you will engage with customers regularly, providing essential updates on progress and status to ensure they remain informed. You will also monitor the diverse periods of performance (PoPs) for the TIs to prevent funding gaps and ensure timely execution of customer-planned test events. Managing contractual scope and aligning customer expectations is vital to fulfilling our commitments on time and within budget.
Key Responsibilities:
- Oversee financial, scheduling, and technical performance of the ETS contract.
- Coordinate with suppliers and team members for optimal execution.
- Lead multidisciplinary teams, develop strategies, conduct internal and external program reviews, and assess program execution through direct customer engagement.
- Align priorities and provide clear direction while actively managing risk mitigation and cost-saving strategies.
- Anticipate customer needs to enhance the value proposition of ETS through existing or new contract language, adhering to budgetary constraints.
- Direct the execution of program task elements, including engineering, operations, supply chain, quality, contracts, finance, and administrative functions.
- Manage CDRL lists and ensure timely deliveries.
- Travel domestically as required.
- This position is based onsite.
- Bachelor's degree in Science, Technology, Engineering, or Mathematics (STEM) or equivalent experience, with a minimum of 10 years of relevant experience.
- Proven experience as a Program Manager within the U.S. Department of Defense (DoD) Defense Industry.
- Familiarity with military equipment procurement and production processes.
- Demonstrated experience managing programs with financial, scheduling, and performance criteria.
- Knowledge of the engineering review process, including test readiness reviews.
- Possession of an active and transferable U.S. government-issued security clearance is mandatory prior to the start date.
- Program Management Level 4 Certification (or equivalent) or the ability to achieve it within 12 months.
- Strong team-building, leadership, and communication skills, including technical writing and presentation abilities.
- Experience with IMS and EVMS implementation in flight testing, hardware integration, and lab integration activities.
- Background in managing quick-turn proposals for systems integration and testing events.
- Robust financial management skills to ensure effective EAC management for complex contracts.
