Job Summary

We are seeking a highly skilled Business Systems Consultant IV to join our team at Abacus Service Corporation. As a key member of our team, you will be responsible for providing strategic direction and operational support to partner agencies during the IT procurement and contracting process.

Key Responsibilities
  • Function as a trusted advisor to Agency leadership for the purpose of providing consultation and recommendations to ensure business IT needs and priorities are being addressed.
  • Communicate status updates, project impacts, risks and issues to business partners, OIS executive staff and various stakeholder groups.
  • Provide IT system procurement and contracting consultation and analysis to DAS Procurement, Office of Contracts & Procurement, and business areas involved with and affected by the programs.
  • Develop business requirements, draft scope of work, terms and conditions, evaluate existing RFP/contract language.
  • Collaborate with IT vendors to ensure understanding business requirements and timelines, and alignment with strategic objectives.
  • Work directly with IT vendors to provide direction and support to ensure business operational needs are met and the system is operating as required by contract.
  • Assist with and provide detailed information for development, review and updates of required Advance Planning Document, and other materials for submission to the Federal government, State legislature, DAS, DOJ and the Joint Legislative Committee on Information Management Technology.

  • Superior leadership and management skills.
  • Ability to communicate critical information and updates to executive staff and various stakeholder groups.
  • Ability to develop and maintain working relationships with internal and external partners including legislative and federal partners.
  • Ability to manage multiple priorities within tight deadlines and budget.
  • Experience with vendor engagement and support request management.
  • Previous experience with enterprise-wide transformational system implementation.
  • Ability to work inside of a team with strong teamwork skills.
  • Familiarity with data analytics, health informatics or implementation of broad-based data-mining systems.
  • Preferred experience with health are delivery, health reform and/or the health insurance industry.
