Job Title: Business Systems Consultant IV

We are seeking a highly skilled Business Systems Consultant IV to join our team at APR Staffing. As a key member of our team, you will be responsible for providing strategic direction and operational support to partner agencies during the IT procurement and contracting process.

Key Responsibilities:
  • Function as a trusted advisor to Agency leadership for the purpose of providing consultation and recommendations to ensure business IT needs and priorities are being addressed.
  • Communicate status updates, project impacts, risks, and issues to business partners, OIS executive staff, and various stakeholder groups.
  • Provide IT system procurement and contracting consultation and analysis to DAS Procurement, Office of Contracts & Procurement, and business areas involved with and affected by the programs.
  • Consultation includes advice to business areas on the use of contract vehicles to effectively manage contracts and hold vendors contractually accountable.
  • Ensure that program feasibility is continuously assessed and that any associated schedules and cost benefits are reported and used for iterative adjustments.
  • Work with business partners to develop business requirements, draft scope of work, terms, and conditions, evaluate existing RFP/contract language.
  • IT procurements are frequently multi-million-dollar procurements; advise when these can be conducted as standard procurement processes, emergency procurements, or special procurements.

  • Experience with vendor engagement and support request management.
  • Previous experience with enterprise-wide transformational system implementation.
  • Ability to work inside of a team with strong teamwork skills.
  • Familiarity with business process redesign and integration.
  • Familiarity with data analytics, health informatics, or implementation of broad-based data-mining systems.

  • Preferred experience with health care delivery, health reform, and/or the health insurance industry.

Covendis rate card description for a Business Systems Consultant IV: Full-time professional Information Technology Project Development work experience and/or Function/Business Process Analysis work experience.

Substitutions: Accredited college training may substitute for the required work experience with a maximum substitution of four (4) years. Accredited graduate training in Business Administration, Information Technology, or a related area may substitute for the required work experience with a maximum substitution of two (2) years. Successfully completion of an Information Technology Certification program, may substitute for the required work experience with a maximum substitution of two (2) years.

Two (2) years of work experience as a Project Manager-Associate; Quality Assurance Senior Analyst; Business Systems Consultant-Intermediate; Quality Assurance Analyst may substitute for all of the required experience.

Rate card minimum $43.50. Rate card maximum $103.50.

Our primary criteria are the qualifications and experience of the proposed key person.

Interviews will be conducted via MS Teams. Interview times will reflect Pacific Standard Time.

Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.

This position is approved for remote work.

Remote onboarding will be required for the first day.

Any decision to allow remote work is made with the understanding that decision will be re-evaluated by the Agency Authorized Representative on a regular basis.

Remote work will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email, or instant message.

Access to Agency systems will be provided via VPN or similar software.

No hardware or additional software will be provided at the key person's home site or his/her PC.

Work schedule is typically Monday - Friday, 8 AM - 5 PM Pacific Standard Time.

Estimated Duration 09/23/ /01/2025.
