Your Contribution: This role is essential in supporting the Intelligence, Surveillance, and Reconnaissance (ISR) operations within the United States Central Command. The position involves the formulation and endorsement of collection requirements across the USCENTCOM Area of Responsibility (AOR). Collection Managers play a pivotal role in the ISR process by ensuring that component requirements are effectively prioritized and addressed, thereby minimizing intelligence gaps and influencing resource allocation decisions. We seek candidates who can blend established practices with innovative technological developments. Success in this position requires the ability to translate intelligence needs into well-defined collection requirements in collaboration with various components.
Key Responsibilities: The individual will engage with analysts to ascertain intelligence needs, devise potential collection strategies, and transform these needs into actionable collection requirements that fulfill USCENTCOM's intelligence objectives. This includes setting priorities, tasking or coordinating with relevant collection sources or agencies, tracking outcomes, and making adjustments as necessary. The role encompasses the solicitation, coordination, research, de-confliction, creation, registration, prioritization, and validation of diverse intelligence discipline collection requirements management (CRM) in accordance with established policies. This will involve managing issue trackers and requirements databases, as well as collection requirement programs of record. The individual will also translate received requirements into discipline-specific terminology following Standard Operating Procedures (SOPs) and Combat Support Agency (CSA) directives. Additionally, the employee will research and align USCENTCOM collection requests with both Theater and Intelligence Community (IC) priorities, balancing urgent requests with ongoing collection requirements to ensure effective deployment of ISR resources. This includes managing the Joint Intelligence Prioritized Collection List and Component Intelligence Collection List databases as needed. The individual will provide regular updates to requestors regarding the status of USCENTCOM collection requirements, including the submission process for tasking and expected collection timelines. They will also review existing collection requirements, liaise with originators regarding status, and determine the relevance of ongoing needs, directing resubmissions or cancellations as appropriate. This role will also involve developing summaries of ISR utilization and contributions, as well as managing issue and requirements tracking databases.
Qualifications:
• Active TS/SCI clearance with eligibility for polygraph.
• Bachelor’s or Master’s degree with 4-6 years of relevant experience, or specialized training with 4-8 years of experience.
• Comprehensive knowledge of ISR and Collection Management concepts, principles, and practices, with the ability to apply this knowledge to complex, multi-agency tasks.
• Proficiency in analytical and evaluative techniques for creating new or modified work methods, innovative approaches, and alternative uses of data sources or procedures, as well as identifying and recommending solutions to challenges.
