Job Summary

The Housing Authority of the City of Shreveport is seeking a highly skilled and experienced professional to serve as Director of Realty and Development. This key leadership role will be responsible for the day-to-day direction and management of the Authority's development activities, including the creation and development of public housing, affordable and market-rate homeownership and rental units.

Key Responsibilities
  • Coordinate the preparation and submission of financing applications, including Low Income Housing Tax Credits, National Housing Trust Funds, HOME Funds, CDBG, Section 18 Demolition/Dispossession, and Rental Assistance Demonstration (RAD).
  • Plan, manage, and monitor the Capital Fund Program for HACS.
  • Establish project objectives, develop and implement development and modernization concepts, plans, and financing.
  • Assemble and manage internal and external development teams.
  • Conduct studies necessary for project development and integrate them into development plans and proposals.
  • Coordinate the submission of financial compliance reports to HUD, HACS, or other agencies providing construction or operating funding.
  • Manage all phases of development and modernization projects, including land purchase and/or partnership, project concept, planning, and development.
  • Oversee the development of assigned projects from conceptual design through construction completion and lease-ups, if applicable.
  • Negotiate with public and private sector sources of finance, developers, managers, and others.
  • Write requests for proposals, review bids, and oversee mixed-finance compliance requirements.
  • Work closely with internal staff to ensure seamless delivery of assets aligned with HACS's programmatic and financial objectives.
  • Develop and maintain project budgets, operating pro-formas, and other analyses necessary to test and monitor financial feasibility.
Requirements
  • Bachelor's degree from an accredited college or university in Construction Management, Real Estate, Urban Planning, Architecture, Engineering, Building Construction, Public Administration, Finance, or a closely related field.
  • Seven (7) years of progressively responsible senior-level experience in real estate development, including mixed-finance developments, with three (3) years of supervisory experience.
  • An equivalent combination of education, training, and experience providing requisite knowledge, skills, and abilities for this position may be considered.
  • Valid driver's license.
