Project Manager II

Job Summary:
The Tampa-Hillsborough County Expressway Authority is seeking a highly skilled Project Manager II - Operations to join our team. As a key member of our Operations team, you will be responsible for managing multiple projects, reviewing and planning, budgeting, organizing, coordinating, and directing consultants, contractors, personnel, material, and physical resources to achieve the Operations and Planning Division's objectives.
Key Responsibilities:- Perform advanced engineering work on multiple projects of varying complexity, visiting construction/maintenance projects regularly and attending design progress meetings to review progress of contract work and manage subordinate staff.
- Research and present innovative concepts to improve productivity and performance of the agency and its facilities.
- Responsible for development of Procurement Scopes of Services in conjunction with other THEA Departments, serving as Evaluation Committee Member for Consultant and Contractor selections and coordinating with other THEA Departments in all phases of procurement.
- Plan, develop, and oversee projects from concept through design, construction, and maintenance.
- Assist the Director in determining facility and program needs for inclusion in the Work Program and manage the Work Program through design, construction, and maintenance phases.
- Inspect facilities, including buildings, roadways, bridges, and all other assets, and implement/procure plans, material, and contractors to address needs.
- Responsible for public awareness and resolution of customer complaints through coordination with Communications, and/or consultants/contractors related assigned projects, or facilities.
- Coordinate with other departments within THEA and consultants to ensure efficient flow of data and services, interpreting, explaining, and ensuring compliance with project requirements, regulations, and procedures.
- Prepare and/or monitor project/program Operations budget, monitoring status of allocated funds, approving invoices, and controlling expenses.
- Assess project staffing needs and act to ensure appropriate staffing to complete project objectives.
- Coordinate consultant/vendor functions, assigning, monitoring, and reviewing work, and initiating corrective action, as needed.
- Monitor project schedules for Operations' deliverables and coordinate resources to ensure timely completion of projects and programs.
- Attend and give presentations to groups within project's scope.
- Oversee the development of plans and specifications to be used on Operations projects from Consultants, Contractors, and in-house staff.
- Act as agency spokesperson when assigned.
- Graduation from an accredited four-year degree granting college or university, and five years of program/project management experience.
- A Master's degree from an accredited college or university, and three years of program/project management experience.
- Licensed as a Professional Engineer, and two years of program/project management experience directly related to the position duties.
- An Associate's degree from an accredited college or university, and seven years of program/project management experience directly related to the position duties.
- Graduation from high school or possession of a GED certificate, and eight years of program/project management experience directly related to the position duties.
- Knowledge of the concepts, terminology, principles, and analytical techniques of an engineering specialty area.
- Knowledge of engineering, design, construction, production, and/or operations.
- Ability to analyze and interpret engineering data.
- Ability to plan, design, evaluate, and investigate engineering works and systems.
- Ability to develop various reports.
- Ability to apply engineering quantitative techniques.
- Ability to direct, monitor, and inspect engineering projects.
- Ability to solve problems relating to engineering.
- Ability to supervise people.
- Ability to determine work priorities, coordinate/manage resources, assign work, and ensure successful completion of work assignments.
- Ability to communicate engineering information effectively.
- Ability to analyze the risks and future impact of decisions.
- Ability to establish and maintain effective working relations with others within and outside own organization.
- Ability to collect, organize, and analyze data and develop logical conclusions.
- Skill in using engineering tools, equipment, and/or instruments.
- Skill in developing tracking systems to monitor work progress.
- Skill in presenting information and ideas in a clear, logical, and organized manner.
$72,000 to $122,000. Salary is commensurate to experience.
