Overview

The Aviation Compliance Officer (ACO) plays a crucial role in ensuring adherence to Title 14 of the Code of Federal Regulations (14 CFR). This position involves the formulation and execution of standards, programs, and procedures aimed at enhancing aviation maintenance safety for both Federal Aviation Administration (FAA) personnel and the general public.

Eligibility

This position is exclusively available to current employees within the agency.

Key Responsibilities

The ACO operates under the guidance of management, undertaking significant responsibilities in planning, designing, and executing various programs and projects. This role includes providing expert policy guidance to field-level Aviation Safety Inspectors (ASIs) on intricate policy interpretations. The work produced is generally accepted without modification, although it may be subject to review to ensure compliance with FAA policies and project requirements.

Some positions at this level involve comprehensive responsibilities for applying specialized knowledge of general aviation maintenance. The ACO is tasked with establishing technical protocols and performance metrics, as well as reviewing maintenance programs for organizations that are influential within the aviation sector.

Assignments at this level are characterized by their extensive scope and complexity, requiring the ACO to evaluate maintenance programs for organizations utilizing advanced aircraft and systems. The role demands innovative problem-solving skills to address unique challenges presented by the complexity of operations.

The ACO is responsible for effectively managing time and resources to meet organizational goals, defining and organizing tasks to ensure timely completion, and making necessary adjustments to address evolving needs. Decisions made in this role have a broad impact on the operation and maintenance of advanced aircraft and significantly influence public safety.

Qualifications

Employment Conditions
  • U.S. Citizenship is mandatory.
  • Selective Service Registration is required for males born after December 31, 1959.
  • Submission of relevant documentation is necessary.
  • This position is classified as Moderate Risk; a background investigation may be required.
General Requirements for All Positions:
  1. No more than two separate incidents involving violations of Federal Aviation regulations in the past five years.
  2. A valid State driver's license.
  3. Proficiency in the English language.
  4. No substance abuse issues that could hinder job performance.
  5. A high school diploma or equivalent.
Medical Standards:

Applicants must be physically capable of performing the duties of the Aviation Compliance Officer role safely and efficiently, with or without reasonable accommodation. Minimum medical requirements include:
  1. Good distant vision in each eye and the ability to read printed materials without strain (corrective lenses are acceptable).
  2. The ability to hear conversational speech (hearing aids are permitted).
  3. No physical conditions that would pose a risk to oneself or others while flying as a passenger in various aircraft.
In addition, candidates for positions requiring aircraft operation must:
  1. Hold a valid second-class medical certificate as per FAA regulations.
  2. Pass recurrent medical examinations as mandated by the FAA.
Applicants who do not require a second-class medical certificate but are tentatively selected will need to provide documentation from a certified physician confirming they meet the minimum medical standards.

Specialized Experience:

Applicants must demonstrate at least one year of specialized experience equivalent to the FV-I/FG-13 level, which includes assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and compliance recommendations for maintenance activities on FAR Part 135 air carriers/air operators.

Education:

Education is not a qualifying factor for this position and cannot substitute for experience.
