Job Summary:

We are seeking a highly skilled Finance Division Manager to lead the Public Utilities Department's finance team. The ideal candidate will have a strong background in financial planning, budgeting, and management, with a proven track record of success in leading teams and making strategic financial decisions.

Key Responsibilities:

Oversee the development and administration of the department's capital and operating budgets
Provide guidance and leadership to the Director and Managers in Public Utilities on financial matters
Ensure financial stability and cost containment of the Department
Review and authorize major contracts and/or purchases
Develop and implement financial plans related to rate and fee structures, short- and long-term borrowing, debt service, and fund balance management

Requirements:

Bachelor's Degree in Finance, Accounting, Business, or Public Administration, or related field
Eight (8) years of progressively responsible related experience, or Master's Degree in Finance, Accounting, MBA, MPA, or related field with six (6) or more years of related experience
Four (4) or more years of supervisory/management experience
Subject to passing a pre-employment substance screening
