Lead Project Controls Analyst

Key Responsibilities
  • Collaborate with Control Account Managers (CAMs) to develop and sustain:
    • Work breakdown structures (WBS) and accompanying dictionaries,
    • Comprehensive, logic-driven schedules that are resource-loaded,
    • Detailed cost estimates,
    • Integration of actual costs and accruals,
    • Identification and management of risks, including conducting risk analyses and simulations,
    • Change control processes,
    • Various reports based on status and Earned Value Management (EVM).
  • Provide ongoing support to project teams with schedule and cost management, forecasting, and conducting scenario analyses.
  • Assist Project Managers in risk management, focusing on identification, monitoring, and mitigation strategies.
  • Generate monthly project status reports, including performance analysis on Schedule Performance Index (SPI) and Cost Performance Index (CPI), variance explanations, and critical path assessments.
  • Support CAMs and project management teams in preparation for various project reviews, both internal and external.
Qualifications
  • Bachelor's degree in project management, construction management, business, engineering, or a related field.
  • A minimum of ten years of experience in project controls for research-oriented projects within governmental sectors.
  • Extensive experience in an EVM environment compliant with EIA-748, including baseline establishment, change incorporation, monthly reporting, and variance analysis.
  • Thorough understanding of project controls best practices in scope, time, cost, change, and risk management, with a solid grasp of EIA-748 compliant EVM.
  • Proficient in Primavera and EVM cost management tools.
  • Project Management Professional (PMP) certification is advantageous.
  • Fifteen years of relevant experience in a national laboratory context is preferred.
  • Experience with fusion energy or material science testing technologies is a plus.
  • Familiarity with the DOE PARS II reporting system is beneficial.
  • Hands-on experience with Oracle Primavera, Deltek Cobra, risk analysis software, change control applications, and custom reporting tools is desirable.
  • Experience in developing and delivering training on project management principles, particularly CAM training, is preferred.
  • Experience in preparing for and participating in Independent Project Reviews (IPRs) and EVM surveillance reviews is beneficial.
  • Exceptional communication skills, capable of effectively engaging with senior management and project stakeholders.
  • Ability to maintain a consistent work schedule to meet organizational needs.
  • Proficient in influencing stakeholders at all organizational levels.
