Position Overview:
Our client is in search of a Senior Financial Management Analyst to support the Intelligence, Surveillance, Reconnaissance, and Special Operations Forces (ISR & SOF) Directorate.

This role offers a hybrid work environment, requiring a minimum of three days onsite.

Key Responsibilities:
- Engage in a comprehensive range of financial management tasks, including the preparation of funding documentation and the execution of funding on behalf of the program.
- Conduct tri-annual reviews and maintain open document listings in FMSUITE, while retrieving daily operating budget ledger reports from the Command Resource Information System (CRIS).
- Perform research on accounting transactions as necessary and utilize various DoD financial management systems.

- Monitor unexpected balances, conduct independent research on discrepancies, and interact with government field activities and contractors to determine appropriate recoupment amounts, taking proactive measures to deobligate funds.

- Provide reconciliation support by overseeing financial execution data across multiple systems (CCARs, N-ERP, CRIS, FMSUITE, and DFAS CHOOSE) and ensuring data consistency.

- Analyze funding execution status against service and OSD benchmarks, as well as the program's initial financial plan.

- Communicate any discrepancies to the program appropriation manager and finance lead, recommending solutions to align financial metrics with established benchmarks.

- Utilize historical financial data to identify trends in program execution.

- Offer administrative financial support, including the creation of financial binders and other related tasks.

- Assist in the development of the program's budget, Program Objective Memorandum (POM) submissions, requirements development, and responses to Congressional inquiries.

Required Qualifications:
- Security Clearance: Secret
- Education and Experience:
- Bachelor's Degree with 10+ years of experience (15+ years preferred), including 3 years supporting the DoD, OR
- Master's Degree with 8+ years of relevant experience (12+ years preferred), including 3 years supporting the DoD, OR
- 16 years of experience (20+ years preferred), including 5 years supporting the DoD in lieu of a degree.
- Proficient understanding of DoD Financial Management Regulation (FMR) and associated Air Force Instructions, as well as the Federal Acquisition Regulation (FAR).
- Experience with DoD Program Objective Memorandum (POM) development processes and Planning, Programming, Budgeting, and Execution (PPBE) processes is highly desired.
- Proficiency in Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, Skype), Adobe Acrobat, and web applications such as Internet Explorer.
- Strong verbal and written communication skills.
