We are seeking an experienced Security Program Manager to join our team at Leidos Inc. in Columbia, MD.

Job Overview:

The National Security Sector at Leidos combines technology-enabled services and mission software capabilities for defense and intel customers. As a Security Program Manager, you will be responsible for implementing the industrial security program and ensuring company and customer security requirements are met.

Main Responsibilities:

  • Implement the industrial security program and ensure company and customer security requirements are met.
  • Assist with maintaining an operational Sensitive Compartmented Information Facility (SCIF), support classified meetings, perform security incident inquiries, and periodic self-inspections.
  • Interface with executive Leidos leadership, other levels of employees, and government management personnel to perform complex security tasks while delivering measurable results.
  • Review, assess, and implement necessary revisions to the SCIF Standards, Practices, and Procedures (SPP) and associated internal procedures according to guidance from the Cognizant Security Authority (CSA) and applicable federal regulations.
  • Manage onsite security management of the facility, including direct support to programs and staff for physical security, access control, alarm maintenance, and response, subcontractor oversight, and document control/maintenance of classified equipment inventories.
  • Process, update, and maintain customer-required security documentation for employees and subcontractors.
  • Administer day-to-day security interaction with employees and subcontractors working within the facility, as well as the security guard force, ensuring access control and visitor control procedures are communicated, understood, and followed.
  • Maintain government facility sponsors, including drafting co-use and joint-use agreements and MOUs/MOAs for shared space.

Desired Competencies:

  • Compliance: Has experience with applicable policies, standards, laws, and rules, to include interpreting and applying against customer requirements to resolve security issues.
  • Communication: Is able to write and speak in a clear, concise, effective manner to a wide variety of audiences, including writing complex reports and displaying active listening skills.
  • Customer Relationship Management: Proven track record as a self-starter and experience building partnerships while understanding customers' mission, vision, and issues and prioritizing work accordingly.

Required Experience:

  • Bachelor's degree from an accredited college in a related discipline or 4-8 years of prior relevant experience or Masters with 2-6 years of prior relevant experience.
  • Experience in SCIF administration policies and procedures.
  • Thorough understanding of DoD and IC personnel security requirements and ability to apply Intelligence Community Directive (ICD) 705 and NISPOM guidance to the facility's security plans and procedures.
  • Possess knowledge of Access Control Systems and Intrusion Detection Systems.
  • Ability to interpret company and government security policies and apply them to program operations.
  • Experience conducting TS indoctrinations and refresher briefings, as appropriate.
  • Candidates must possess an active Top Secret clearance with SCI eligibility & Poly.

Preferred Experience:

  • Accreditations/Certifications as a Contractor Special Security Officer (CSSO), Facility Security Officer (FSO), or Communication Security (COMSEC).
  • Experience drafting subcontractor DD254s.
  • Experience developing and implementing security Standard Operating Procedures (SOPs) and emergency action plans.
  • Professional Industrial Security Affiliations.

Salary Range:

$61,750.00 - $111,625.00
