Job Overview

POSITION OBJECTIVE

This role is dedicated to empowering families as they navigate their unique journeys towards achieving personal objectives through a holistic case management approach. This includes the development and execution of Family Partnership Agreements, management of child documentation, and oversight of enrollment processes. Additionally, this position plays a crucial role in fulfilling child health mandates and conducting necessary evaluations and screenings. By integrating with the broader social services framework coordinated by Early Head Start, this position contributes significantly to the program's overarching mission.


Key Responsibilities

The responsibilities of this position encompass the following major functional areas. Other tasks may be assigned as needed.


Program Design, Coordination, and Execution

  • Collaborates with program personnel to ensure a cohesive strategy aligned with family partnership objectives.
  • Engages in team-based management activities focused on planning, executing, and assessing Parent, Family, and Community Engagement Outcomes (PFCE).
  • Participates in professional development opportunities to enhance relevant skills.
  • Identifies and recruits potential families, assisting them through the enrollment journey.
  • Conducts home visits to facilitate family planning, support families in reaching set goals, and follow up on referrals. Acts as a case manager, partnering with local organizations to connect families with essential services.
  • Assists in executing child health evaluations and is knowledgeable about referral protocols.
  • Documents and follows up on all referrals made.
  • While maintaining family confidentiality, shares pertinent information with educators to ensure coordinated support tailored to the needs of individual children and families.
  • Delivers health, safety, and family literacy programs to parents as appropriate.
  • Collaborates with center staff to encourage parental involvement in the program through various roles, including classroom participation, volunteering, and attending family events.
  • Fosters community support for families by advocating for services with local agencies.
  • Develops a comprehensive understanding of community resources, including annual visits to key agencies for service updates.
  • Refers families to suitable agencies for urgent or crisis assistance.
  • Participates in chart audits and child profile evaluations.
  • Coordinates or directs families to opportunities for further education, job training, and other employment services through community networks.
  • Assists program staff in providing parents of participating children with:
    • Training in fundamental child development.
    • Support in enhancing communication skills.
    • Opportunities to connect with other parents.
    • In-home visits as required.
    • Any additional activities aimed at fostering parental engagement in their children's education.
  • Supports families in completing needs assessments.
  • Conducts outreach to encourage participation from individuals previously unassociated with the Early Head Start program.
  • Facilitates educational and intervention opportunities, including counseling and information on mental health, substance abuse, child welfare, and domestic violence.
  • Attends parent-teacher conferences and home visits as needed.
  • Facilitates monthly Parent Committee meetings at the Center.
  • Assists teaching staff with Family Nights, social events, and other parent-focused activities.
  • Guides families through transitions into and out of the Early Head Start program.
  • Ensures the creation of a Transition Plan for all children six months prior to their third birthday, providing parents with necessary training and information.
  • Offers outreach and information to parents with limited English proficiency in a comprehensible language.
  • Monitors attendance and collaborates with parents to promote consistent participation.

Additional Responsibilities

  • Documents efforts to assist families in recognizing their strengths, needs, and goals. Performs necessary data entry to maintain updated records using GoEngage software.
  • Tracks family partnership initiatives and Parent and Family Engagement Outcomes, documenting efforts to help parents establish strong community connections.
  • Records, monitors, and follows up on referrals for support services, ensuring compliance with reporting requirements.
  • Submits reports as required, including monthly summary tracking reports, and follows up with families to assess the quality and timeliness of services received.
  • Maintains and provides data for the annual Program Information Report (PIR).

General Duties

  • Understands and documents in-kind contributions and other allowable costs toward the non-federal share requirement.
  • Attends all necessary workshops, training sessions, and meetings as directed by the supervisor.
  • Participates in all required staff and parent meetings and activities.
  • Maintains knowledge of Head Start Performance Standards and local childcare licensing regulations.
  • Understands regulations related to occupational health and safety, including universal precautions.
  • Maintains strict confidentiality regarding Early Head Start children, families, and staff, adhering to established policies and procedures.
  • Becomes thoroughly familiar with the Children's Coalition for Northeast Louisiana Head Start Employee Handbook and other relevant manuals and resources.
  • Implements a continuous monitoring and evaluation system to ensure that family needs are being met.
  • Establishes relationships with community partners and identifies resources available to families, initiating and tracking community partnership agreements.

Qualifications

  • A minimum of an associate degree or higher in Social Work, Human Services, or a related field is required.
  • Bilingual candidates (English/Spanish or other relevant languages) are preferred.
  • Must pass tuberculosis screening, clear criminal background check, and initial health examination post-job offer.
  • Must possess reliable transportation and meet insurance requirements if using personal vehicle.

Physical Requirements

  • Ability to lift up to 40 pounds.
  • Engagement in physical activities to interact with toddlers/infants, including bending and squatting.
  • Travel may be required for conferences, meetings, and other duties, including potential overnight stays.
  • Exposure to communicable diseases may occur.
  • Work environment may vary from moderate to loud noise levels.
  • Work is typically performed in a classroom, kitchen, or bus setting, with some office duties required.
  • Evening and weekend work may occasionally be necessary for home visits and community events.
