Job Summary

We are seeking a highly skilled Tax Law Specialist - Senior Counsel to join our team at the Internal Revenue Service (IRS). As a Senior Counsel, you will play a critical role in providing legal advice and guidance on tax matters related to natural and renewable energy resources, business incentives, and excise taxes.

About the Job

This is a unique opportunity to work with a talented team of professionals who share your passion for tax law. In this role, you will serve as a legal and technical consultant and confidential advisor to the Associate Chief Counsel, Energy Credits and Excise Tax. You will assist in the preparation and review of technical guidance, including regulations and sub-regulatory guidance.

Key Responsibilities
  • Serve as a legal and technical consultant and confidential advisor to the Associate Chief Counsel, Energy Credits and Excise Tax.
  • Assist in the preparation and review of technical guidance, including regulations and sub-regulatory guidance.
  • Coordinate the technical review of legislative proposals.
  • Serve as the team leader/project manager on large scale guidance projects.
  • Act as a critical link between subject-matter experts in ECE and other offices within the Office of Chief Counsel and the IRS.
  • Ensure that controversies stemming from transactions and activities under ECE's jurisdiction are developed and handled consistently with the correct legal interpretation of the relevant provisions of the Internal Revenue Code and associated regulations.
  • Provide legal advice and assistance in the preparation and review of recommendations concerning the defense, settlement, concession, or appeal of refund suits pending in cases in the U.S. District Courts or the U.S. Court of Federal Claims.
  • Represent ECE as a speaker before national associations or professional groups for the purpose of furthering, advancing, and explaining the positions of the Office of Chief Counsel, the IRS, and the Department of the Treasury.

The salary range for this position is approximately $180,000 - $220,000 per year, based on location and experience. The IRS offers a comprehensive benefits package, including health insurance, retirement savings, and paid time off.

Requirements

To be eligible for this position, you must possess a J.D. degree from an American Bar Association-accredited law school and be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico. Additionally, you must have at least one year of general professional legal experience, plus three years of professional legal tax experience.

Professional Legal Tax Experience includes technical experience related to Internal Revenue tax laws, regulations, and decisions applicable to business incentives, energy and natural resources, excise taxes, and tax litigation and procedure. At least one year of this experience must be equivalent to the work performed at the next lower grade/level position in the federal service (GS-14).
