Senior Contracts Manager

Mercury Systems is seeking a highly skilled Senior Contracts Manager to lead our contracts team in support of our Processing Technologies Business Unit. As a key member of our team, you will be responsible for managing contracts professionals and providing high-quality contract management services.

Key Responsibilities:
  • Manage contracts and contracts team staff supporting our Line of Business.
  • Coach and mentor less experienced contract personnel.
  • Lead a team of professionals through the entire contracting lifecycle from solicitation to contract close-out.
Key Skills and Qualifications:
  • Review complex solicitations and prepare specialized/non-routine proposal responses in conjunction with the proposal team.
  • Review and approve contractual documents for adherence to customer specifications and requirements, compliance with Terms and Conditions, applicable FAR/DFARS clauses, special provisions, and company policy and procedures.
  • Draft and/or review and redline customer agreements, negotiate complex agreements, including master agreements, with the objective of protecting the company's interests.
  • Develop and execute negotiation strategies consistent with goals and objectives.
  • Advise management and program teams of contractual rights, obligations, intellectual property protections, organizational conflicts of interest, and general risks and mitigation strategies.
  • Support corporate objectives through the development and maintenance of contracting policies and processes that provide governance of contracting practices and guidance on contracting terms and conditions.
  • Maintain deadlines for internal and external customer requests as well as contractual historical data; enter contract data into databases as required.
  • Analyze and track contract compliance in conjunction with other functions.
  • Lead as subject matter expert in Federal Acquisition Regulations, with emphasis in acquisitions governed by Part 12 Acquisition of Commercial Products and Services and Part 15 Contracting by Negotiation.
Requirements:
  • Minimum of 12 years of directly related experience in Contract Administration/Business Management/Finance role with direct Government Defense and Prime customers.
  • Minimum of 3 years' experience with demonstrated ability to directly and effectively manage contracts professionals.
  • Experience with USG, Prime, International, and Commercial contracts.
  • Experience with standard defense contract types such as Cost Reimbursable (CR), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Firm Fixed Price (FFP), Time and Materials (T&M), incentive-type contracts, Indefinite Delivery Indefinite Quantity (IDIQ), etc.
  • Familiarity with US Government regulations (FAR/DFARs) required, with emphasis in acquisitions governed by Part 12 Acquisition of Commercial Products and Services and Part 15 Contracting by Negotiation.
  • Provide strong analytical, financial, and negotiation skills.
  • Must exemplify a strong attention to detail.
  • Proficiency in MS Office Suite (Excel, Word, & Outlook) as well as Adobe Acrobat required.
  • Bachelor's in business, Management, or other related field(s).
  • US Government security clearance, Secret or higher required.
  • US Citizenship required.
Preferred Qualifications:
  • Expected to meet responsibilities in a highly interactive team environment, to work well under pressure within tight deadlines, and deliver on multiple priorities while producing quality work.
  • Shall establish and maintain effective relationships with internal and external customers to include management, technical, and functional counterparts to communicate project status.
  • Ability to identify performance risks and recommend mitigations.
  • Expected to coordinate and support audit activities with Prime, Government, or other agencies.
  • Required to be trusted to maintain confidentiality and adhere to company policies and Government acquisition laws and regulations.
  • Must possess excellent written, verbal, and oral communication skills.
  • Shall demonstrate strong interpersonal and organizational skills.
  • Experience with SAM, D&B, Certs & Reps, and Exostar preferred.
