JOB PURPOSE:

Under the general oversight of the Disabilities Manager, the Special Needs Instructional Support Specialist collaborates with a designated group of children with special requirements and/or behavioral challenges. This role involves regular communication with educational and program personnel to ensure that students are achieving their individualized development goals. The specialist engages with educational staff to discuss student progress and fosters positive interactions and acceptance among peers. Additionally, this position provides clerical and technical assistance to the Disabilities services area and shares insights to enhance student progress.

POSITION RESPONSIBILITIES:

  • Collaborate with educators and program staff to comprehend the context of specific disabilities concerning classroom behavior and learning needs.
  • Examine individual development plans and liaise with teaching staff regarding strategies and tools to facilitate effective learning.
  • Support center-based educators by offering temporary one-on-one assistance to children with special needs and/or behavioral challenges as directed by the Disabilities Manager.
  • Establish positive relationships with assigned students grounded in patience, understanding, and respect.
  • Assist children in cultivating positive peer relationships, mastering self-help skills, adhering to safety protocols, and realizing their full potential.
  • Consider learning objectives and instructional strategies in relation to lesson plans.
  • Provide feedback that can be incorporated into children's evaluations and planning.
  • Assist teaching staff and the Disabilities Manager in monitoring and documenting children's progress while maintaining comprehensive records.
  • Support the Disabilities Manager in organizing and conducting training sessions for staff and parents to equip them with skills to meet the needs of children with special requirements.
  • Demonstrate the ability to work with children of diverse abilities and comply with Individual Educational Plans (IEP)/Individual Family Service Plans (IFSP).
  • Adhere to and implement organizational policies and procedures.
  • Deliver culturally and linguistically appropriate customer service to parents, children, community representatives, and all PACE staff on a daily basis.
  • Accurately complete all assigned documentation in a timely manner, following agency policies and procedures.
  • Participate in all required meetings and training sessions as mandated by the program.
  • Contribute to achieving recruitment and enrollment objectives.
  • Assist in fulfilling the program's non-federal share by accessing community resources (services, donations, discounts, and/or goods).
  • Perform other duties as assigned within the scope of the position.
QUALIFICATIONS (KNOWLEDGE, SKILLS, AND EXPERIENCE):
  • Education and Work Experience
    • A High School Diploma or GED equivalent is required. Coursework related to child development, special education, counseling, or a related field from an accredited institution is necessary.
    • Behavior training and experience are essential.
    • A minimum of two (2) years of experience working with children with special needs/behavioral challenges, including experience with IEPs/IFSPs.
  • Knowledge and Skills
    • Ability to effectively gather, record, and interpret behavioral data and utilize this information to develop behavior plans.
    • Must be a collaborative team player with exceptional interpersonal skills.
    • Strong organizational, time management, written/oral communication, and observational skills are required.
    • Basic computer proficiency is necessary, including familiarity with email, internet, and Microsoft Office applications.
    • Bilingual in English/Spanish is advantageous but not mandatory.
SPECIAL CONDITIONS:
  • A valid California Driver's License, access to a vehicle, and insurance coverage are required.
  • Must pass the following background checks prior to employment:
    • Sex Offender Registry
    • Child Abuse and Neglect State Registry
    • State or Tribal Criminal History Check, including fingerprints
    • FBI Criminal History Check, including fingerprints
  • Verification of T.B. clearance is required at the time of employment, to be renewed every four (4) years.
  • Must pass a health screening (LIC 503) at the time of employment, health screening accepted within one year prior to hire, to be renewed every four (4) years.
  • Proof of required immunizations: Measles, Pertussis (Whooping Cough), Influenza, and COVID-19
    • COVID vaccination is required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson. Those needing a medical or religious exemption must reach out separately.
  • Completion of 15 clock hours of professional development annually is necessary to enhance the knowledge, experience, skills, and abilities of staff to improve outcomes for children, families, and staff. Of this, a minimum of 50% (or 7.5 hours) must focus on the specific content area or job assignment. An annual Professional Development Plan (PDP) must also be completed and reviewed three times during the year.
PHYSICAL DEMANDS:

The working conditions and physical demands of this position must be met to successfully perform the essential duties. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. The physical environment is typically a preschool setting with moderate noise levels expected in such an environment. Regular outdoor and indoor supervision of playgrounds/workplace occurs. The individual must be able to lift and carry up to 45 lbs. or more. The ability to work with children at their eye level and maintain visual supervision of children is essential, as well as the capacity to hear, communicate, and comprehend effectively with children, staff, and parents. The individual must also be able to walk, sit, kneel, crawl, carry, push, pull, and engage in activities indoors and outdoors as needed in an environment with children and adults.
  • T.B. Test within the past year prior to employment, and every four (4) years thereafter (every 4 years for a chest X-ray).
  • Must pass a physical examination at the time of hire, and every four (4) years thereafter.
  • Provide proof of required immunizations: Measles, Pertussis (Whooping Cough), Influenza, and COVID-19.
  • Representative physical demands of the job include normal vision and hearing, standing for extended periods, sitting for extended periods, kneeling, and stooping, manipulating objects with hands, reaching overhead, and occasionally lifting and carrying objects weighing up to 45 pounds.
