The Veracity Forecasting Group is currently seeking a cost analyst with a minimum of 10 years of professional experience in Cost Estimating/Engineering or Operations Research.

Operations research analysts play a crucial role in identifying optimal methods for coordinating and managing large organizations, ensuring effective utilization of resources including finances, materials, equipment, and personnel.

This is achieved through the application of analytical techniques derived from mathematics, science, and engineering.

Analysts may focus on a variety of issues such as strategic planning, forecasting, resource allocation, performance measurement, scheduling, and supply chain management.

Analysts collect data and select the most suitable analytical methodologies.

They may employ various techniques, including simulation, linear and nonlinear programming, dynamic programming, queuing models, and the analytic hierarchy process.

Responsibilities

Cost Estimating Responsibilities:


• Develop and maintain comprehensive cost estimates for equipment or systems, including associated software and logistics costs in support of the Program Objective Memorandum (POM) process.
• Provide cost data to assist in the formulation of budgets, Life Cycle Cost Estimates (LCCE), Total Ownership Costs (TOC), and program/project plans for approved design and modernization initiatives.
• Offer cost engineering support to program offices throughout the Planning, Programming, Budgeting, and Execution (PPBE) process.
• Analyze funding requests, create independent cost estimates as necessary, and synthesize funding requests for comprehensive analysis of allocations.
• Generate essential funding request documentation, including Task Planning Sheets and Spend Plans.
• Support the creation of Cost Analysis Requirement Documents (CARD) that consolidate cost, schedule, technical, and risk requirements into a unified document for program offices and other entities.
• Conduct Affordability / Should Cost analyses aimed at enhancing efficiencies in estimates and program costs, while assisting in the development of engineering cost models for Should Cost assessments.
• Provide Earned Value Management (EVM) for cost, schedule, and performance oversight.

Qualifications

Required Qualifications:
• MS/MA in Engineering, Operations Research, Mathematics, Economic Analysis, or a related technical field.
• Proven experience in Cost Estimating/Engineering or Operations Research.
• Familiarity with Major Acquisition Category (ACAT) programs and/or Middle Tier Acquisition (MTA) programs.
• A minimum of 10 years of experience in cost estimating and acquisition decision support.
• DoD Secret clearance is required, with the ability to maintain it throughout employment.

Desired Qualifications:
• ICEAA certification.
• Proficiency in programming languages (e.g., Python, R).
