Job Summary:

The Regulatory Services Division is seeking a highly skilled and experienced supervisor to oversee the day-to-day operational activities of employees providing services for one or more regulatory programs.

Key Responsibilities:

  • Plans, assigns, and supervises the work flow of others to accomplish objectives and to ensure quality work is completed in compliance with State and Federal laws.
  • Establishes program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and oversees program and personnel evaluation activities.
  • Provides continual training through district meetings, in-person and remote communications. Coordinates with staff and training personnel to establish in-service school criteria. Trains and/or monitors the training of subordinates.
  • Develops and implements program guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures.
  • Provides technical assistance in a program area.
  • Provides guidance to employees in handling difficult or complex problems in assigned program areas.
  • Interprets guidelines, regulatory requirements, contractual agreements, and pertinent laws to provide guidance.
  • Coordinates with and/or provides information to local or state law enforcement personnel on special investigations involving businesses and individuals involved in processing, manufacturing and/or selling regulated program documents.
  • Prepares reports for testimony and appears and testifies at administrative hearings or in court on violations, as required.

Requirements:

  • Education - Graduation from an accredited four-year college or university with a Bachelor's degree with Major or coursework emphasis in Business administration, criminal justice or other related field.
  • Experience - Minimum of two (2) or more years work experience performing compliance inspections for a regulated program with a preferred (1) year of supervisory experience overseeing auditing and/or inspecting for a law enforcement or regulatory agency.
  • Licensure and/or Certification - Must possess a valid driver license from state of residence.
  • Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
  • Supervisory/Managerial/Leadership skills - Knowledge of management and supervisory methods and principles, and of developing performance and productivity standards.
  • Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Knowledge of the development, preparation, fiscal management, and control required to administer a program budget.
  • Ability to interview, supervise, schedule, and evaluate work of others; and to provide effective coaching and leadership.
  • Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
  • Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
  • Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
  • Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
  • Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
  • Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
  • Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
  • Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
