Job Summary

We are seeking a highly skilled Construction/Contract Administrator to join our team at the State of North Carolina. As a key member of our Parks and Recreation division, you will be responsible for managing informal contracts associated with park infrastructure facilities.

Key Responsibilities
  • Submit, bid, monitor, inspect, and approve informal contracts in accordance with state building codes, NC General Statutes, and the State Construction Office's regulations.
  • Create and submit complex drawings, specifications, and construction estimates to the Office of State Construction.
  • Ensure projects meet state environmental and construction codes and standards.
  • Develop contract specifications, hold pre-bid meetings, receive sealed bids, award contract projects, submit invoices, and perform project finals and close-outs.
  • Attend pre-construction meetings, weekly, and monthly progress meetings.
  • Monitor design, construction, maintenance, and demolition projects valued up to $500,000.
  • Supervise skilled and unskilled workers and work with various contractors and vendors.
Requirements
  • Must be able to travel statewide with frequent overnight stays.
  • Must have or be able to obtain and maintain a valid NC driver's license within 90 days of employment.
  • Must be able to frequently lift 50 pounds with or without a reasonable accommodation.
  • Must work at heights such as roofs, ladders, scaffolds, and lifts, and/or in confined spaces with or without a reasonable accommodation.
Preferred Qualifications
  • Experience with NC building and Accessibility codes, National Electrical Code, and NFPA regulations.
  • Ability to effectively write specifications, informal contracts, and solicit bids.
  • Ability to communicate with diverse audiences to conduct pre-bid meetings and construction meetings.
Education and Experience

Associate's degree in construction management, air conditioning, heating and refrigeration technology, industrial maintenance technology, or mechanical engineering technology from an appropriately accredited institution, and three years of progressive experience in construction or facility maintenance, including two years of supervisory experience in construction, maintenance, and/or repair of buildings and facilities.

OR High school or General Educational Development (GED) diploma, and five years of progressive experience in facility maintenance or construction, including journey-level experience in at least three building or mechanical trades, including two years of supervisory experience in construction, maintenance, and/or repair of buildings and facilities.

OR an equivalent combination of education and experience.
