Policy and Legislative Research Specialist

ASHRAE, a leading international nonprofit organization focused on engineering and standards development, is seeking a Policy and Legislative Research Specialist. This pivotal role is situated within ASHRAE's Government Affairs Department, which is dedicated to a variety of outreach, engagement, and advocacy initiatives that necessitate extensive analytical support. The Specialist will work closely with the Government Affairs Director and Managers to conduct thorough research on legislation, policies, and regulations at various governmental levels, including federal, state, and local, as well as some international efforts.

Key Responsibilities:

Legislative and Policy Analysis: Analyze and interpret legislation introduced by Congress, state legislatures, and local governments, identifying relevant proposals for ASHRAE's interests. Maintain and utilize ASHRAE's legislative tracking software to ensure accurate records of engagement. Review federal rulemaking and summarize committee hearings, while creating comprehensive policy and legislative reports.

Government Outreach Support: Draft advocacy letters and talking points for outreach to lawmakers and government officials, supporting ASHRAE's advocacy efforts. Engage with government officials and legislative staff as necessary to bolster ASHRAE's governmental initiatives.

Program Management: Develop newsletters and articles to promote departmental activities. Prepare background information and briefings for high-level meetings, and assist in organizing outreach efforts. Manage online resources and complete additional tasks as assigned.

Qualifications:

  • A minimum of two years of relevant professional experience.
  • Experience in government affairs, lobbying, or membership associations, particularly in energy efficiency or building standards, is preferred.
  • Strong analytical skills with proven ability to interpret legislation.
  • Excellent writing and research capabilities.
  • Knowledge of the legislative process and ability to thrive in a fast-paced environment.
  • Exceptional attention to detail and collaborative skills.
  • Proficiency in Microsoft Office and ability to quickly learn new software.
  • Strong organizational and time management skills.
  • Self-motivated with a strong sense of accountability and ethical standards.
  • A positive attitude and team-oriented mindset.
