Description:

Position Overview:
The Property Compliance Supervisor is responsible for overseeing the City’s property maintenance and zoning inspection initiatives to ensure adherence to municipal codes, regulations, and laws.

Key Responsibilities:
- Supervise inspections of properties to guarantee compliance with municipal regulations related to property upkeep and zoning.
- Manage part-time Code Enforcement Inspectors.
- Conduct routine inspections within designated zones for property maintenance.
- Perform assessments for zoning compliance and conditions of approval.
- Issue written warnings and notices of violations as necessary on behalf of the Zoning Administrator.
- Prepare written correspondence regarding property maintenance and zoning issues as assigned.

- Oversee enforcement contracts, ensuring vendors fulfill their obligations as approved by the City, and manage contract renewals to prevent service interruptions.
- Investigate and gather information on reports of potential violations concerning property maintenance and zoning regulations.
- Prepare reports on property maintenance and zoning matters as assigned.
- Assist in the review and enforcement of zoning permits as needed.
- Report suspected violations of the Uniform Statewide Building Code to the Building Official for evaluation.
- Maintain records of inspections and enforce corrective actions, including nuisance abatement and/or court action.
- Address inquiries from the public and professionals.
- Perform other duties as required.

Qualifications:
- Education: Two years of college or an Associate's Degree with three to five years of directly related experience; or a Bachelor's Degree with two to three years of directly related experience; or a Master's Degree with at least one year of directly related experience.
- Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
- Certified Zoning Official (CZO) or Certified Zoning Administrator (CZA) designations by the Virginia Association of Zoning Officials are desirable.
- Property Maintenance Inspector Certification by the Virginia Department of Housing and Community Development (DHCD) is preferred.

Physical Demands & Work Environment:
The role requires physical exertion such as walking over rough or difficult terrain, standing, stooping, climbing, or walking, and lifting moderately heavy items weighing between 25 and 50 pounds. The work environment may involve high risks with exposure to potentially dangerous situations or unusual environmental stress, necessitating a range of safety precautions.
