This role is situated within a State or Area Office of the United States Department of Agriculture (USDA) focusing on Rural Development (RD).
Key Responsibilities:
The incumbent will be responsible for the approval and management of loans related to small residential properties, specifically those with one to four family units.
Eligibility for Incentives:
This position may qualify for various hiring incentives.
Work Environment:
This role requires in-person attendance at the designated duty location, as it is neither remote nor virtual.
Qualifications:
Applicants must fulfill all qualifications and eligibility criteria by the specified cutoff dates, which include relevant specialized experience and/or educational background, as detailed below.
For GS-9 Level:
Applicants should possess 1 year of specialized experience equivalent to at least the GS-07 level, or its non-Federal equivalent, demonstrating a comprehensive understanding of mortgage loan processes and credit principles. This includes:
- Evaluating the fundamental soundness of single-family housing loans.
- Independently reviewing applications, supporting documentation, and credit reports.
- Maintaining servicing activities for small mortgage loans.
Relevant Experience May Include:
- Providing guidance to borrowers regarding loan programs and eligibility criteria.
- Analyzing applicant information to determine mortgage loan eligibility and making recommendations.
- Assisting senior personnel in facilitating actions for borrowers eligible for alternative credit sources.
- Engaging in credit counseling and debt adjustment services for borrowers.
For GS-11 Level:
Applicants must have 1 year of general experience equivalent to the next lower grade level, or its non-Federal equivalent, showcasing experience in:
- Assessing financial situations and credit risk factors.
- Researching and applying relevant laws, rules, and regulations related to credit.
- Reviewing loan and grant applications to determine eligibility and approval status.
Additional Responsibilities:
- Providing loan closing instructions to legal representatives and title companies.
- Conducting property inspections to verify occupancy and evaluate repair proposals.
- Ensuring compliance with applicable laws and regulations.
- Overseeing environmental assessments and reviewing repair project costs for approval.
Note:
To be considered for this position, candidates must meet all qualification and eligibility requirements for the GS-1165 series as outlined by the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
Experience Consideration:
Experience includes both paid and unpaid work, such as volunteer activities through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work is recognized for building essential competencies and providing valuable training that translates to paid employment.
