We are seeking a highly skilled and experienced Program Manager to join our Housing and Community Development team at NCH Healthcare - Naples Community Hospital. The successful candidate will be responsible for managing, planning, coordinating, and supervising Property Advisors and Contract Administrators in our department.
Key Responsibilities- Supervise the coordination of federally and locally funded construction contracts for the CDBG, ESG, and HOME Programs.
- Coordinate employee projects by overseeing workflow from date of assignment to job completion.
- Provide bi-monthly reports to the HCD Director.
- Supervise the management of specific staff projects.
- Perform extensive research to ensure project eligibility.
- Assist administrative staff in the initial recommendation for funding of proposals.
- Conduct public meeting/training sessions.
- Supervise the coordination of annual Request for Proposals.
- Initiate the bid process by establishing criteria for required services by following policy and procedures established by the City of Corpus Christi; receive process and make bid recommendations to HCD Director.
- Create standard operating policies and procedures.
- Provide direct support to management regarding HUD office requests and resolving issues.
- Resolve complex issues related to real estate by understanding plat maps, studying issues, reviewing documents, analyzing solutions, obtaining feedback for final recommendations.
- Oversee the projects assigned to staff by monitoring work performance, reviewing agreements and specifications and contracts for approval.
- Prepare employee annual evaluations.
- Compile project reports by utilizing various software programs to retrieve data to update master specification to ensure current building products and construction processes are within code.
- Conduct quality control inspections by on-site project review of all construction activities, ensure that contractors are working to the assigned regulation which include specifications, evaluate the construction being performed to ensure it is within code and compliance with federal regulations.
- Associate's Degree or 2 year technical certificate.
- (2) two years of related experience.
- A combination of education and pertinent experience may be considered.
- Must be able to obtain the International Residential Code Certification within one year of employment.
- Must be able to attend continuing education classes on International Residential Code, Specification Writing, and Construction Management.
- A valid driver's license is required.
- Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
