Job Title: Staff Material Program Manager Proposals

Northrop Grumman is seeking a highly skilled Staff Material Program Manager Proposals to join our team. As a key member of our Global Supply Chain team, you will be responsible for managing the proposal scope and ensuring that our proposals are current, accurate, complete, and reasonable.

Responsibilities:
  • Coordinates SCM cost volume activities; compiles subcontract cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Reviews and understands the statement of work and bill of materials
  • Develops necessary subcontractor solicitation requirements and instructions and supports proposal evaluation
  • Submits requests for sector GSC price estimating support
  • Responsible for creating priced proposal BOMs, Supply Chain Management labor/material BOEs
  • Identifies and is responsible for documenting proposal risks and opportunities as they pertain to material requirements
  • Supports pricing reviews with management and customer representatives
  • Primary point of contact interfacing with sector compliance and the price estimating teams to respond to DCMA/DCAA proposal RFIs
  • Primary Global Supply Chain point of contact supporting NAR/ICE, commitment, and sector reviews
  • Provides the linkage(s) between customer, subcontractor, program management, and internal support functions
  • Responsible for responding to material-relevant customer Requests for Information (RFIs) and coordinating and reviewing subcontractor RFI responses for completeness
Requirements:
  • Must have a Bachelor's degree AND 15+ years of related experience that includes a background in Supply Chain Management, OR a Master's degree AND 13+ years of experience that includes a background in Supply Chain Management (Preferred – A&D industry experience)
  • Solid understanding and knowledge of FAR/DFARS and government proposal compliance
  • Experience in proposal analysis and negotiation of major subcontracts
  • Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M)
  • Material Program Management and/or Supply Chain Management experience working on prime defense programs
  • Experience working with cross-functional teams
  • Ability to be flexible, innovative, and work with speed and agility to drive tasks to completion
  • Develops solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness
  • Strong Program and Budget Management skills
  • U.S citizen
  • Must be able to obtain and maintain a US Government issued Secret clearance
  • Experience using MS Office suite and various MRP/ERP systems (Preferred - Deltek Costpoint)
  • Demonstrate strong written and verbal communication and presentation skills
  • Must be able to travel as required (up to 5% of the time)
