The Role

The Purchasing Specialist is responsible for acquiring materials, supplies, equipment, and services for CONFIRE, ensuring compliance with established purchasing and contracting guidelines.

Essential Qualifications

To qualify for this position, candidates should possess:

- A minimum of two (2) years of full-time experience in evaluating vendor proposals and procuring supplies, equipment, and services.

- Preferred: Completion of thirty semester (45 quarter) units in business or public administration, economics, accounting, finance, or a related discipline.

- Substitution: One additional year of relevant experience may replace half of the required educational background.

Key Responsibilities

The Purchasing Specialist's duties may include, but are not limited to:

1. Acquiring goods and services as needed.

2. Reviewing purchase requests for accuracy; consolidating items to optimize bids for larger quantities; collaborating with departmental representatives to clarify the intended use of commodities, desired specifications, sources of supply, quality, and pricing.

3. Soliciting bids through various methods; drafting specifications based on user requirements; maintaining and updating standardized specifications for routine commodities; ensuring adherence to CONFIRE's procurement policies.

4. Gathering product information from sales representatives to assess performance and quality; potentially visiting vendor sites to evaluate capabilities; reviewing products through industry publications.

5. Analyzing bids for pricing, compliance with specifications, and adherence to departmental procedures; compiling and reviewing bid data to identify the most qualified low bid; making awards in accordance with departmental protocols.

6. Addressing routine issues such as damaged goods, delivery delays, and billing discrepancies.

7. Informing departments about new products and coordinating samples and demonstrations from suppliers.

8. Ensuring compliance with contracts and specifications; negotiating terms and conditions including delivery schedules, shipping costs, and discounts.

9. Assisting in the management of auctions for surplus departmental equipment and goods.

10. Authorizing emergency purchases when necessary.

11. Preparing necessary documentation and reports.

12. Overseeing the department's bank/credit card program.

13. Performing additional duties as required.
