Serves as the project coordinator for a diverse range of construction, engineering, and public infrastructure initiatives, including transportation, water management, wastewater systems, stormwater solutions, and reclaimed water projects.
Provides guidance throughout the planning, design, land acquisition, and construction stages of assigned projects to ensure high-quality outcomes delivered in a timely and cost-efficient manner.
Develops construction plans, specifications, engineering reports, and cost estimates pertinent to the assigned projects. Engages in intermediate to complex engineering design, review, and capital improvement program planning and execution, based on qualifications. Prepares, signs, and seals documents for external agencies, if properly licensed.Depending on the area of assignment, this role involves significant interaction with County officials, contractors, engineers, and other internal and external stakeholders, necessitating excellent public relations capabilities.
Working ConditionsTypical indoor office environment with occasional outdoor fieldwork required, potentially in adverse weather conditions. Prolonged periods of sitting while working on a computer. Ability to lift equipment or supplies up to 25 pounds independently and up to 50 pounds with assistance. Position requires visual acuity and depth perception, along with the ability to hear and identify sounds. Occasionally required to operate County vehicles as part of job duties. May be required to work outside of standard business hours.
Essential Functions

All Areas of Assignment
Interprets engineering plans and specifications, employing engineering techniques to resolve issues related to the area of assignment.
Coordinates the preparation, review, and research for development projects to ensure adherence to the Comprehensive Plan, Land Development Code, and county design standards.
Signs and seals drawings and other relevant documents, if properly licensed.
Maintains necessary records, reports, and correspondence. Provides testimony during public hearings.
Senior Project Engineer coordinates design and project management requirements and leads daily activities of a small team. Depending on the area of assignment, may have more extensive supervisory responsibilities.
Project Engineer II may assign and monitor daily tasks of technical staff.
Stays informed about current best practices, trends, laws, and issues affecting the area of expertise. Upon approval, attends educational events that enhance professional knowledge and benefit the County.
Performs other related work (including weather or other extreme emergency duties) as required.
Project Management
Acts as Project/Client Manager and/or project civil engineer for the design, permitting, and construction of public infrastructure, such as transportation, water management, wastewater systems, stormwater solutions, and reclaimed water projects.
All Levels:
If assigned to RTMC Traffic Signal Timing area of assignment, Professional Traffic Operations Engineer (PTOE) certification desired.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
Project Manager
Individuals without P.E. licenses will be assigned to the Project Manager job title.
Associate's degree in civil engineering or related field.
Three (3) or more years of progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects.
Project Engineer I
Bachelor's degree in civil engineering or related engineering field.
Four (4) or more years of engineering experience related to area of assignment, to include progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects.
Current Florida Professional Engineer (P.E.) License required for Project Engineer positions. Out of state P.E. licenses must be transferred to Florida within one (1) year of hire date.
Prior experience as Engineer of Record desired.
Project Engineer II
Bachelor's degree in civil engineering or related engineering field.
Current Florida Professional Engineer (P.E.) License required for Project Engineer positions. Out of state P.E. licenses must be transferred to Florida within one (1) year of hire date.
Five (5) or more years of engineering experience related to area of assignment, to include progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects.
One or more years as Engineer of Record. Prior budget management experience desired.
Senior Project Engineer
Bachelor's degree in civil engineering or related engineering field.
Current Florida Professional Engineer (P.E.) License required for Project Engineer positions. Out of state P.E. licenses must be transferred to Florida within one (1) year of hire date.
Six (6) or more years of engineering experience related to area of assignment, to include progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects.
One or more years as Engineer of Record. Previous lead or supervisory experience desired.
A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.
Knowledge, Skills, and Abilities:
Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to resolve situations and problems of a difficulty and complexity commensurate with experience.
Knowledge of and experience in engineering, design, permitting, preparation of construction plan sets, and specification and bid packages commensurate with experience.
If assigned to Traffic Signal Timing, knowledge and understanding of traffic signal timing development and implementation, NEMA Traffic Signal Controllers (Naztec 980, 980 ATC), Traffic Management Center Operations, and Adaptive Traffic Control Systems commensurate with experience.
Knowledge and understanding of computer systems and software applications required to perform job duties.
Depending on area of assignment, this includes records software, stormwater modeling software, AutoCAD, Civil3D, GIS, traffic signal analysis packages, and/or ATMS now Central Software.
Good verbal and written communication skills, public presentation skills, and interpersonal skills in order to interact professionally and effectively with staff, management, business leaders, community partners, and other stakeholders.
Capable of working with a level of independence and supervision commensurate with experience.
