Economic Development Director Job Description

The Town of Clayton is seeking a highly skilled Economic Development Director to lead our efforts in growing and retaining jobs, increasing the tax base, and enhancing economic vitality. As a key member of our team, you will be responsible for overseeing business recruitment, retention, and expansion efforts, managing downtown development and marketing initiatives, and collaborating with other departments, businesses, and external stakeholders.

Key Responsibilities:
  • Provide strategic leadership and management of the Economic Development Department, overseeing all economic development and governmental affairs initiatives.
  • Lead the development and implementation of the Town's economic development strategy and capital improvement programs, ensuring alignment with community needs and long-term growth goals.
  • Oversee business recruitment, retention, and expansion efforts, establishing relationships with local, regional, and national businesses, as well as developers and commercial real estate professionals.
  • Develop and implement marketing strategies to promote the Town as a prime location for business investment, including creating digital and print promotional materials and utilizing digital platforms and social media for outreach.
  • Assist with the management of the Town's Legislative Agenda, working closely with elected officials and lobbyists to advocate for policies that support economic growth and align with Town priorities.
  • Advise the Executive Team on economic development strategies, ensuring alignment with Town goals and collaborating with various departments to deliver on key projects and strategic initiatives.
  • Manage and oversee economic incentive programs, including grants and funding strategies, to attract new business and retain existing businesses.
  • Engage in direct outreach to businesses and serve as the primary point of contact for inquiries related to economic development and site selection.
  • Work with the Executive Team to ensure that economic development strategies align with long-term infrastructure needs, such as utility and transportation master plans.
  • Represent the Town at regional and national events, trade shows, and business recruitment conferences.
  • Collaborate with regional partners, such as state agencies, Wake County, and other economic development organizations, to advance the Town's economic interests.
  • Oversee downtown development initiatives, in coordination with the Downtown Development Advisory Board, and manage programs like the Main Street and façade grant programs.
  • Prepare and analyze data to support economic development decision-making, including key demographic information, market analysis, and the fiscal impacts of new projects.
  • Provide presentations to the Town Council, business community, and public on the Town's economic development activities.
  • Assist in negotiating development agreements with businesses and developers, ensuring alignment with the Town's growth and sustainability goals.
  • Maintain and manage the department's budget, ensuring fiscal responsibility while allocating resources to support key projects.
Requirements:
  • Extensive knowledge of principles, practices, and processes involved in economic development and government affairs.
  • Strong understanding of management principles, business organizational procedures, and public/private financing.
  • Expertise in marketing, event coordination, and public relations strategies to promote economic growth.
  • Considerable knowledge of federal, state, and local laws and regulations related to economic development, planning, government affairs, nonprofits, and grants.
  • Knowledge of budgeting, financing, and accounting, including public and private sector financial management.
  • Understanding of land use planning, commercial real estate, and development processes.
  • Proficiency in analyzing and interpreting demographic and econometric data, with experience in data collection, analysis, and program evaluation.
  • Strong skills in collaborative conflict resolution and customer service excellence, with experience in volunteer management.
  • Ability to communicate effectively in oral and written forms, including public presentations, media engagements, and legislative testimony.
  • Demonstrated ability to build and maintain effective relationships with business owners, executives, and public officials at local, state, and federal levels, as well as contractors, community leaders, and other stakeholders.
  • Strong problem-solving abilities, with the capacity to analyze situations accurately and make informed recommendations independently.
  • Proven ability to multi-task, set priorities, and meet deadlines in a fast-paced environment.
  • Ability to work both independently and as part of a team to achieve objectives.
Education and Experience:
  • Bachelor's Degree in Business, Economic Development, Political Science or a related field required.
  • Master's Degree in Business or Public Administration preferred.
  • A IEDC Certified Economic Developer (CEcD), North Carolina Certified Economic Developer, Economic Development Finance Professional Certification, preferred.
  • 7-10 years of experience in economic development, downtown development and/or community development, preferably in local government or nonprofits.
  • Minimum of three years management or supervisory experience required.
