Position Overview:

The selected candidate will receive a competitive salary ranging from $80,000 to $84,000.

The NYC Administration for Children's Services (ACS) is dedicated to safeguarding and enhancing the welfare of children and families throughout New York City by delivering essential child welfare, juvenile justice, and early childhood services.

In the realm of child welfare, ACS collaborates with private nonprofit organizations to assist and stabilize families facing potential crises through preventive measures, alongside providing foster care for children unable to remain safely at home.

Role Responsibilities:
The Division of Youth and Family Justice is tasked with ensuring that programs and services are effectively delivered to youth in ACS's secure detention facilities. The Operations Supervisor will lead a team of Associate Youth Development Specialists and oversee the daily management and operations of a specialized secure detention facility, which accommodates 106 beds in New York City. This role encompasses the coordination of Group Services, Security, and all associated support services.

Key Duties Include:

  • Overseeing the operations of the secure detention facility by planning, monitoring, and assessing ongoing programs related to the supervision and conduct of youth in care.
  • Providing operational coverage in the absence of the Executive Director of Operations.
  • Conducting interviews and selecting candidates for open positions within secure detention.
  • Managing staff schedules, absenteeism, and overtime to optimize operational efficiency.
  • Implementing policies and evaluating existing practices to maintain safety and security for both youth and staff.
  • Ensuring that the Associate Youth Development Specialists coordinate all activities and services for youth, including education, recreation, medical, and social services.
  • Facilitating individual and group discussions with staff regarding the interpretation and execution of agency policies and procedures, focusing on behavioral and adjustment issues.
  • Demonstrating proficiency in Safe Crisis Management (SCM) and ensuring compliance with SCM training requirements among staff.
  • Reviewing incident reports for accuracy and completeness.
  • Conducting video reviews as part of incident follow-up to identify successes and trends.
  • Investigating allegations of child abuse and critical incidents, preparing managerial reports, and submitting corrective action plans promptly.
  • Assessing and evaluating critical operational areas and formulating action plans to address identified needs.
  • Conducting inspections of assigned living units.
  • Establishing and maintaining a managerial control system to ensure effective program operations.
  • Overseeing and resolving issues related to City Time.

Additional Information:
This position may require working various shifts, including days, evenings, nights, and overtime, based on agency needs.

Minimum Qualifications:
Applicants must possess a master's degree in social work from an accredited institution and have four years of full-time, paid professional experience in a child care institution or group work with children, including two years in an administrative role; or a master's degree in sociology, psychology, education, public administration, or a closely related field, with five years of relevant experience, including two years in an administrative capacity; or equivalent education and experience.

  • Experience within the Juvenile Justice system or related fields, with a solid understanding of juvenile detention operations.
  • Demonstrated superior judgment, analytical, and management skills.
  • Experience managing professionals and civil service staff.
  • Strong problem-solving abilities and decision-making skills under pressure.
  • Excellent organizational, written, and verbal communication skills.
  • The capability to lead effectively and work collaboratively as part of a team, as well as independently, while managing multiple critical projects simultaneously.
