Position Overview
Under the supervision of the Staff Services Manager II (SSM II) at the Central Valley Regional Office, the Associate Governmental Program Analyst (AGPA) or Outreach Specialist is tasked with executing various responsibilities related to the Authority's extensive stakeholder and public engagement initiatives in the Central Valley. The role involves gathering data, crafting presentations, formulating talking points and informational sheets, organizing events, and addressing inquiries from stakeholders and the public to support the goals of the California high-speed rail initiative.
Key Responsibilities
- Conduct thorough research to inform outreach strategies.
- Prepare and deliver presentations that effectively communicate complex information.
- Develop and manage correspondence with community and stakeholder groups.
- Plan and coordinate events to enhance public engagement.
- Respond to stakeholder inquiries with accurate and timely information.
Work Environment
This position offers part-time telework options for California residents, depending on job requirements. Interviews may be conducted virtually through teleconferencing or video conferencing platforms.
While on-site, the incumbent operates in a professional office setting, which is climate-controlled and may experience temperature variations. The role requires prolonged periods of computer use, necessitating the ability to focus, multitask, and adapt to shifting priorities while maintaining professionalism and respect in all interactions.

A Statement of Qualifications (SOQ) is mandatory and must accompany your application. The SOQ should be a narrative detailing your qualifications for this role, limited to three (3) pages, single-spaced, with one-inch margins, in 12-point font. Responses should address the following:
- Outline your experience working with a public agency, non-profit, or in public policy. Specify your roles and contributions.
- Describe your experience in developing public presentations, including how you simplified complex information for non-technical audiences.
- Provide an example of identifying potential issues relevant to your team's work and the preventive measures you implemented.
