Job Summary

We are seeking a highly skilled Assessment Manager to join our team at the Assistant Secretary for Public and Indian Housing. As a key member of our team, you will be responsible for providing leadership and technical expertise in the assessment and management of public housing assets.

Key Responsibilities
  • Provide leadership and technical expertise in the assessment and management of public housing assets, including planning and determining subordinate work efforts, developing work plans, and setting priorities.
  • Develop and implement performance standards and evaluate performance standards relating to physical inspection, management, quality assurance/quality control, contract oversight, and/or general operations.
  • Assign work, evaluate technical adequacy of work, maintain discipline, approve leave, provide counseling on performance and conduct problems, recommend promotions and job changes, and develop individual career plans.

  • Serve as a Government Technical Monitor (GTM) as needed for contracts related to management and physical inspection of Federally subsidized housing properties.
  • Coordinate and monitor the use of government space and equipment by contractors.
  • Delegate and oversee functions of a Government Technical Monitor (GTM).
  • Coordinate activities of subordinates consisting of program and technical specialists with expert knowledge of physical inspection on Federally subsidized housing properties.
  • Ensure coordination of activities and information with the division Director, other teams, and team leaders.
  • Contribute to developing and maintaining a system that assesses PHA, multifamily housing, and other Federally subsidized housing properties' performance, concerns, broad trends, and technical assistance needs through a process of collecting and compiling the results of physical inspections, annual audits, general management indicators, and customer surveys.
  • Review and analyze data gathered on all aspects of general PHA and multifamily property management, including inspections and physical assessment of Federally subsidized housing maintenance and condition, leasing and marketing, refinances and Transfer of Physical Assets, tenant complaints/relations, occupancy, eligibility, and compliance issues.
Requirements
  • Must be a U.S. Citizen or U.S. National.
  • A one-year probationary period may be required.
  • A one-year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine suitability for Federal employment.
  • Have salary sent to a financial institution of choice by Direct Deposit/Electronic Funds Transfer.
  • If male, born after December 31, 1959, certify registration with the Selective Service System or be exempt.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9.
  • Obtain and use a Government-issued charge card for business-related travel.
Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

  • Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
  • Experience may have been gained in either the public, private sector, or volunteer service.
  • One year of experience refers to full-time work; part-time work is considered on a prorated basis.
  • Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
  • Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
