Key Responsibilities
  • Act as the Lead Auditor Supervisor in a branch or resident office, overseeing the execution and success of a segment of the audit program. Spearhead a significant portion of the overall audit program strategy.
  • Function as a team leader within a collaborative work team (PWT) composed of professional auditors. Set annual objectives that align with regional and agency goals.
  • Evaluate audit programs, working papers, progress on audit assignments, and draft audit reports. Ensure the application of quantitative methods and computerized auditing techniques as necessary in the audit process.
  • Facilitate communication regarding DCAA audit services and maintain audit liaison with acquisition officials.
  • Provide guidance and counsel to team members. Assess performance, recommend and endorse training and development, suggest recognition and promotion, and initiate appropriate corrective actions for performance or conduct issues.

Drug Testing: This position is designated for drug testing. Candidates must pass a drug test prior to assignment and will be subject to random drug testing thereafter.

Background Investigation: All selectees will undergo a Single Scope Background Investigation (SSBI). Candidates must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level and qualify for Special Access Programs. Random counterintelligence scope polygraph may be required.

Qualifications

Applicants may qualify if they meet time-in-grade, specialized experience, education requirements, and all other qualification criteria within 30 calendar days after the closing date of the announcement, unless otherwise specified.

Basic Requirements:

Degree: A degree in accounting or a related field (such as business administration, finance, or public administration) that includes or is supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).

OR

Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as a Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: In addition to meeting the basic requirements, candidates must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as:
  • Serving as lead or senior auditor on an audit team AND
  • Independently performing a variety of complex audit assignments AND
  • Identifying and preparing comprehensive risk assessments AND
  • Developing/modifying audit programs and plans, aligning audit steps with risk assessment AND
  • Meeting with auditee to explain audit purpose, obtain necessary information and discuss audit findings AND
  • Conducting detailed testing and examination of accounting systems and records, cost representations, internal controls, management policies and practices, to ensure compliance with accounting and auditing principles, standards, and regulations AND
  • Preparing organized, indexed, and referenced audit work papers, along with adequate substantiating documents AND
  • Making initial audit determinations identifying deficiencies or noncompliance AND
  • Preparing reports of audit findings, conclusions, and recommendations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 2 certification must normally be completed within two years of the selectee's employment start date.

Financial Disclosure: Completion of an Office of Government Ethics (OGE) confidential financial disclosure form 450 is required for this position.

Selective Service: Males born after must be registered or exempt from Selective Service.

Initial Probationary Period: An initial probationary period of 1 year is required if one has not already been completed. A supervisory/managerial probationary period of 1 year is also required unless one has previously been completed.

Telework: Telework availability will be based upon mission requirements and supervisory determination.

Relocation Expenses: Reimbursement for relocation expenses may be offered based on agency staffing needs and budgetary availability.

Performance Appraisal: Current Federal employees must be rated fully successful or higher on their current performance rating to be eligible for promotion. A copy of the performance appraisal may be requested during the evaluation and selection process.

Interagency Career Transition Assistance Program (ICTAP): Candidates must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.

Veterans Employment Opportunities Act (VEOA): Veterans who are preference eligibles or who have been separated from the Armed Forces under honorable conditions after substantially completing an initial 3-year term may apply regardless of their current geographical location. Veterans must submit their DD-214 to be considered under this authority.

Defense Acquisition Workforce Improvement Act (DAWIA) Certification Program: As a condition of employment, the selectee must meet the requirements of the DAWIA Certification Program.
